I think thats the "eyedropper" tool, I forget the pc art term but for when you want to "pull"/copy an existing item's color and apply it elsewhere.
For example, a piece is black, and another is red. You can pull/copy the black and apply it elsewhere.

It looks like Dyes (or at least some Dyes) will be tied to achievements, how will one get those achievements? Will dye granted by the achievement require the achievement be repeated the next time you wish to use the dye?
Will Dyes be applied differently to different armor, to different armor types, to Different Crafting Types? Will I be able to dye/lacquer my weapons? (Dyes for Light and Medium, lacquer for Heavy, Stains for Wood)
Will Dyes, Like Traits, only be able to be applied when the armor is being crafted or can they be applied/reapplied later? will a light color dye cover a dark colored dye?
Will there be a separate "Wash" used to remove dyes?

The dye interface looks promising. How you acquire dyes does not. Achievement based accumulation? So now we have to play content we have skipped. Meaning pvpers have to pve and vice versa.

I hope they fix all the reset achievements before they add dye tied to achievements.
They are doing it this way. Dyes will be given based on Achievements. I am not sure if they will be purchasable with Achievement points or automagically awarded as you describe. Either way, not something I like.

The gear in this game already looks quite nice. No stupid bright colours, oversized shoulders or lights like space lasers. The gear is all appropriate for the setting.
I'd rather they focused on other things, like balancing resources. Maybe improving grouping functionality. Different dev teams maybe, but there are so many things they need to fix before adding fluff like this.
I'm excited about this. I care quite a bit about what my characters look like, so this will help me to get each of them looking the way I want them.
I'm reserving judgment on the fact that dyes are achievement-based for now. I'll wait to see exactly how they implement that before deciding if it's a good idea or a bad idea. I mean if it's something like "get X dye after completing your 1st achievement, get Y dye after completing 5 achievements" then I think that'd be a good system. If the different dyes are tied to specific achievements, then I don't know that I think that's a good idea.
Since the recent color change one of my characters looks like a giant golden twinkie and another looks like a circus clown. So looking forward to the dyes whatever they are.

Ah ha ha ha ha ha! I totally feel you here, man. After that update I was like, "Sherbet green!?" and "Sky blue with silver lining!? I can't possibly go around feeling badass with ANY kind of sherbet color on my duds!" LOL Sometimes I have to wonder about the folks that make these decisions.
