hotbar and weapon attacks lose all functionality

this happens to EVERYONE i group with in pvp a few times a night.
Suddenly they cant casts spells and their hotbar isn't moving. Even their weapon attacks stop casting. you cant reloadui, alt tab or press a menu to fix it. you have to either wait until it works again or relog. it can take 30 seconds to 3 minutes to fix itself if you dont relog.
It isn't lag, because the people next to us are casting normally.

I appreciate the help, but that didn't work. At least not with my particular issues.
