Confirming that on PTS V11 NPCs in Craglorn were really no big problem in groups of 4-6 as a pre-made template V9 with half skills and solo. Sounds like something unintentional as generally Veteran content the NPCs were harder but reasonably balanced previously.

It may be they don't have an answer yet and are afraid to just say that. Companies often underestimate the loyalty of their customers and how far being honest goes even if it's just "We are aware of issue X and are working on a resolution" or "These changes were intended"... I think it's human nature to be afraid to express the weakness of not having an answer or the strength to just say "that's how it is"... they think silence is better.

please tell us what Class weapon type and VR level you are.

They have just short of 3,900 HP each. These are VR 3 mobs fighting fully passive decked, heavy armor, overcharged sword and board DK.
Sure, potions could be used, or single mobs fought until ultimate came up. But I hardly think that is the point.
