Prowl is not affected by the 100% cost reduction of the Rampage ultimate, despite being a Werewolf-only ability. It is proc'd with the crouch keybind, rather than being an ability on your bar, but it still costs more Stamina than Expert Hunter even with Rampage active.
I haven't checked to see if this applies, but the Werewolf ability cost reduction of Shapeshifter's Chain should also apply to Prowl.
We want Prowl to be affected by Werewolf ability cost reductions (and any general ability cost reduction bonuses, such as those from Medium Armor, Imperial, Sorcerer, and Templar) because it is an expensive skill to maintain uptime with. Prowl in PvE is used for avoiding enemy detection, especially in content like March of Sacrifices during the Tarcyr fight where you need 100% uptime, and Prowl in PvP is used for stealth detection. The fact that Prowl costs more Stamina than a similar skill like Expert Hunter while also not receiving any bonuses to ability cost reduction unlike Expert Hunter makes it difficult to maintain.
Also, as an aside, but if a Werewolf Scribing ability is in the works, then that ability would also need to benefit from the cost reduction of Rampage. I assume the cost reduction of Rampage is automatically applied to any slotted Werewolf abilities, so it would make sense why Prowl was overlooked. I can understand if Prowl is considered a "core combat ability", as things like roll dodging and blocking still cost Stamina while Rampage is active, but Prowl just feels like it shouldn't be considered a core combat ability for how much it costs and the fact that this override to crouch is so unique in its implementation that it's basically a separate skill altogether.
