Please re-enable non-Vengeance Cyrodiil on the PTS

On PTS, we can only enter the Vengeance version of Cyrodiil, but this means we can't test things like the Battle Spirit changes, the other combat-related changes, or the new Cyrodiil Transmute Station this PTS cycle.
Please give us the option to enter regular Cyrodiil! Several bugs slipped through last PTS because it was locked to Vengeance mode the entire time, such as the visual bug when carrying a scroll with the new Werewolf rig, that we literally couldn't have known about or tested for.
