Yes and no. It's limited to the amount of outfit slots I have. They are cost prohibitive at $15.00 per character per slot.
I normally run a fighting outfit, an intown/in house outfit, a riding outfit. I'd have to purchase more slots to allow for event type outfits.

    I have 20 characters.
Free for first slot per character.
300 USD for 1 additional slot per character
600 USD for 2 additional slots per character
900 USD for 3 additional slots per character
1200 USD for 4 additional slots per character
1500 USD for 5 additional slots per character
1800 USD for 6 additional slots per character
2100 USD for 7 additional slots per character
2400 USD for 8 additional slots per character
2700 USD for 9 additional slots per character

As you can see the cost is extremely high. I'd rather put that money into something tangible. For example I have a Saddleback Leather suitcase on the way with a 100 year warranty. Very expensive item, still less than spending it in game for digital items that have no use when I am not playing and even worse the day the servers go down they completely disappear.

I'd love to have expendible money to do both, but I have not yet been able to hit that limit as there is always a tangible item I could rather use in day to day life over a digital item.

That is not how much money you need to spend at all, since March 9th 2026.

Update 49 made Outfit Slots account wide.
if you purchased 9 additional slots in total then all your characters have 10 slots, even if the additional slots were purchased on different characters.

Thank you. I was not playing in march (have not played in a year because I hate subclassing and solstace was terrible imo).

Good to know they are no longer charging players 2700 bucks for a full roster of outfit slots, I always thought it was a bit greedy myself.

I sometimes would create outfits based on areas my characters will be going to and spending some time in, like a warmer looking outfit for a snowy area, etc. I’ve been planning to re-create those now that we have so many outfit slots available but I’ve not gotten around to it yet.

I started doing it more frequently because of the outfit slots. My main has her primary look that update on occasion and that slot is permanently reserved but now I also have the outfit slots to play around with 🙂

I never dress up for these and never will
One of the little things I love about ESO is the freedom to wear whatever we want wherever. I used to try to dress appropriately (dresses in town, adventuring gear outside) but honestly we already have so many of those constraints irl. I admit though that it's fun to see others dress up, so I do appreciate it when others do so.

Also my character doesn't identify as a thief (it's me the player forcing her to loot lol) so no I wouldn't put her in thieves' outfits. If there was a druid event, it might be fun though because I love nature themes.

I seldom dress up for these
I almost never dress up for an event/season. Usually, each of my characters has a look that I keep until I get bored with it, and then I switch it up, and typically it is a theme where I align outfit, title, pet, and mount. So I'm coordinating with myself more than what's happening in the world. I also sometimes have a different outfit for PvP.

Once or twice, I've dressed up for Halloween/Witch's Festival or Christmas/New Life Festival.

I might do it a little more if I was retired :D but right now I don't even have time to mess around with making outfits and mostly when I swap looks I just use costumes.
My #1 wish for ESO Today: Decouple achievements from character progress and tracking.

I used to do it a lot more but since they changed things to release 6 months later for styles I've done it less sometimes. I get they did it for replayability for those later to content but it does feel bad to have a perfect outfit with the new style only for it to release long past when it was relevant.

I will say this is one reason replayable quests are the top of my wishlist, because I'd love to get screenshots of my main quester in thematic outfits for quests during the questlines and in quest only areas and not feel the tension between waiting for fashion and doing the new story stuff early to avoid spoilers/enjoy it asap.

On my alts I have the luxury of dressing up more for things thematically but a lot of them are several main questlines behind.

I change my characters' looks based more on the context of what they're doing vs event. All my characters have combat and casual outfits and sometimes multiple of each.

My thief character, from what I can tell based on the small bit I've done from the new TG quests, is kind of similar to Seline, in the way that she's a thief. She never goes the rough approach uses more of a deception-based style (in her canon at least), so she doesn't wear armor like the typical rogue leathers. She sticks to elegant and elaborate garments but also has otufits that are more casual and easy to move in as a thief. So she is wearing more of that kind of thing for the quests:

I have three Outfits per character, with lots of Costumes, all coloured. I love having the right look for the right occasion.
    ”Fusozay Var Var”: ”Enjoy Life”
Life is short. If you have not made love recently, please, put down this book, and take care of that with all haste. Find a wanton lass or a frisky lad, or several, in whatever combination your wise loins direct, and do not under any circumstances play hard to get. Our struggle against the colossal forces of oppression can wait.
    Good. Welcome back.
We Khajiit live and fight together, and our struggles will not end very soon, likely not in our lifetimes. In the time we have, we do not want our closest comrades to be dour, dull, colorless, sober, and virginal. If we did, we would have joined the Thalmor.
Do not begrudge us our lewd jokes, our bawdy, drunken nights, our moonsugar. They are the pleasures often denied to us, and so we take our good humor very seriously.
Outfit slots are, no longer disgustingly expensive. A bit on the high side, but at least they are account wide now. So now, this one, my mate, and our cub all have at least two outfits.

I should dress up more and many people often tell me I have some of the best Eso fashion. I'll be up front about it, my enthusiasm for the game has been severely diminished since Subclass. Nothing looks right, nothing matches, everything I already designed and created was destroyed. The semi return of Pure Classes with U50 helped a lot. Even though I was not a Nightblade fan, I couldn't wait to build a sane actual themed real Nightblade again. And I dressed it up with a Dark Brotherhood theme since its mostly Red. I hope for everyone's sake they just eliminate Subclass. Or at the very least get the damned reworks done so we can have all of our characters back, not just some of them.

I always dress up for these!
I always change my colour scheme and costume/equipment based on the zone I'm playing. And during the big events like New Life and Witches Festival I also dress up in appropriate costumes and colours. It's all part of the fun, I like my characters to feel like they actually live in the world.

I like to have a certain look for a certain task - like my questing cat has an everyday outfit where she's looking bright and breezy, and a dark, sneaky outfit for Thieves Guild and other nefarious activities! I bought one outfit slot when they were on sale recently and she's set up in the armoury with general and sneaky loadouts and linked outfits.
RIP Atherton, my beautiful little gentle friend, my Shining Light. I will miss you forever. Without you I am a hollow shell.
