I think there should be some changes to elemental susceptibility

Mark Target costs 2700 Magicka and Noxious Breath costs just under 3K Stam. Both put Major Breach on a target for 20 seconds. Ele Sus puts Major Breach on a target for a full minute, so it should cost 3500 Mag or more as a base cost & have less range than Snipe or any of its morphs, so 22-28m is fine.

    Elemental Susceptibility
    Target: Enemy
    Duration: 30 seconds
    Maximum range: 35 meters
    Effect
Send the elements to sap an enemy's defenses and afflict them with Major Breach for 30 seconds, reducing their Physical and Spell Resistance by 5948. Every 7.5 seconds the enemy is afflicted with the Burning, Chilled, and Concussion status effect.

Oh it's only 30 seconds, fine then.

So we can just make Ele Sus cost the same amount of Magicka per second of Major Breach as Mark Target, OK?

2700 / 20 = 135 Magicka cost per second of Major Breach for Mark Target

But Ele Sus puts Major Breach on a target for 30 seconds, not 20.

So 135 Magicka cost per second * 30 seconds of Major Breach = 4050 total Magicka

So, there you go. For 30 seconds of Major Breach we can have it cost over 4000 Magicka to cast Ele Sus rather than the 3500 Magicka that I originally proposed.

See how fun actually doing math is Afterip?
But yeah ZOS...Cloak was the problem.

If you don't like mark, then use ele sus too. Who will stop you to do that?

Flame staff - Flame Susceptibility - Causes the target to take 5% increased flame damage and applies the burning status every 5 seconds.

Lightning staff - Lightning Susceptibility - Causes the target to take 5% increased shock damage and applies the concussed status every 5 seconds.

Frost staff - Frost Susceptibility - Causes the target to take 5% increase frost damage and applies the chilled status every 5 seconds

This together with a cost and a range reduction is the most logical answer. A overloaded skill such as ele sus shouldn't be free of cost at least (amd this goes for PvE as well). The suggested change above still makes the skill very very good.

"A overloaded skill such as ele sus shouldn't be free of cost at least (amd this goes for PvE as well)"

    Lol wut?

No explanation as to why. Just, I don't like this in PvP, and because of that the skill is overloaded and needs to be changed for PVE reasons, too. There is nothing wrong with this ability in PvE. If you want to change it for PvP specifically because it hurts people's feelings, that's fine, but don't pull PvE into it to try and validate your point. Talk about reaching.

Except that it IS objectively busted for PvE as well.

Please explain how or why it is busted. There is nothing about this ability that is having a negative effect on the PvE experience, sorry.

Name any other skill in the game that is free of cost and does even a fracture of what ele sus does, I´ll wait.

    Ohh wait there is none....

    https://eso-hub.com/en/buffs-debuffs/major-breach

Belittling me by saying it "hurts my feelings" isn´t exactly some master rhetoric either. PvE isn´t some sandbox area where power creep and poor balance should go unchecked. Having powerful skills are fine, but not when there is little to no cost or trade-off associated to them. Turtle_bot suggestions are perfectly reasonable and would keep the skill very viable and powerful for PvE as well.

"Name any other skill in the game that is free of cost and does even a fracture of what ele sus does, I´ll wait.

It doesn't matter if it has no negative effect on PvE. So, the point is moot.

"Belittling me by saying it "hurts my feelings" isn´t exactly some master rhetoric either."

Isn't that why you're here complaining about it? If this skill is super powerful in PvP, complain away, but whatever value you've imagined that this ability has in PvE is not reflected in real life.

"PvE isn´t some sandbox area where power creep and poor balance should go unchecked. Having powerful skills are fine, but not when there is little to no cost or trade-off associated to them."

In PvE the Major Breach from this skill is often redundant. So, not much power creep or poor balance there. The debuff effect is the only reason the skill is used. So, I hear the words that you're saying, but none of it makes any sense when no one has been able to explain where the "power creep" or "poor balance" is coming from with this skill.

I'd honestly rather see major breach go. I'd still use it. If the cost were brought up to the same cost as most other spamables however I'd just use something better.

Reduce range to 28m, increase cost to 4k magic, reduce duration to 20 sec and add 20 sec DoT effect.

Your suggest just nerf it and make useless and thats really stupid.

And right now ele sus not even close to most powerfull skills/items for pvp.

I wanted to reiterate this post as the signet changes has more discussion involved.

Ele Sus should have one or more of the following changes

    Add cost like 500-1000

Reduce range. currently the second longest range outside snipe

Make dodgeable. There’s no reason to have this always on by everyone without and counter. Even Templar purge barely removes all the effects

Increase the chances of applying status by 200% but doesn’t apply them itself

Nah id rather see it reworked as a specific damge type debuff that increases your elemental damage done to the target depending on your staff type, along with applying the native status of the damage type being buffed effect every 4s.

I think calling for a nerf here is a bit of an overreach.

In PvE the skill might be a bit overturned on a proper Signet build but in PvP, no, not really.

Ele Sus hits the target for the 3 main elemental status effects. Each of those are DoT based and are cleansable. Ele Sus doesn’t apply Overcharged or Sundered and given the high degree of self healing & cleansing available in PvP now this seems fine.

Further, like any other skill, Ele Sus requires a full GCD pacing rotation in order to cast; as opposed to some of the other sources of Breach and status effect that proc along side of an existing damage instance. Ele Sus can’t stack its effect instance to apply Breach & Status like other methods can which goes to pacing.

In PvP there are numerous sources of free breach from skills to skill passives to set procs; nerfing Ele Sus would leave those other sources even OP if this was the only one that had a cost or range limiter. Why should a ranged DPS have a penalty to apply Breach versus a melee build that doesn’t, whom already has heavy cleave?

As it is, one of the key sources of Breach in PvP are scribed skills and one could argue that those skills carry a cost, which is true, but, scribed skills provide so many deliverables that’s it’s reasonable to look at it from the perspective that either the Signature or Affix script is basically a free benefit.

Prior to Subclassing or the PvP nerf on Signet I’d probably agree that Ele Sus needs a review but as it is, with the subclassed metas delivering so much power, other builds need access to competitive skills.

Tbh, it ain't even really OP in PvE as well. As you said, it requires a specific build for it to be anywhere effective as a damage tool. Even then, you are still better off using it like you would with any Major Breach debuff appliers unless you stacked Focused Efforts in IA because the fortune favors you.
