Were banners in NM vendors bound on purchase?

Basically the question. The small and large banners one was able to buy for 5k or 15k gold, were they bound on purchase or can they be traded?
I went through all the traders on Xbox NA and found 0 glittering goad large banners. Obviously there is plenty of thousand eyes ones because they were provided in gold reward coffer, but there’s also some ruckus I found, leading me to believe they must have been bought from vendor and then listed at traders. Just so strange that no glittering goad large banners got listed, unless I’m missing the bound part?
If they aren’t bound, anyone on Xbox NA that has 2? 😀

That’s what I was suspecting, but I keep seeing ruckus banners for sale (which would not exist as ruckus did not win so there were no large banners distributed in end of NM rewards).
So was ruckus bugged and unbound, or were items not BOP?0 -

Everyone got banners as part of the end reward. Just different sizes and amounts depending on finishing position. What position did Ruckus come on your server?

Conveniently, since every server had the exact same results of Eyes > Goad > Ruckus, we know that nobody on any server got large Goad banners in the mail coffer, and that nobody got any Ruckus banners of any size from the mail coffers.

Oh so unbound goad large banners exist on PC? That gives me hope there are some on Xbox then lol0
