That's my guess too. They copied the crown store to make the bazaar, changing the currency used and some of the formatting but leaving everything else the same. Which makes complete sense, why build an entirely new system when you've already got one that does everything you need?
But unfortunately that means the game considers anything bought from the bazaar to be a crown store purchase, so it's bound by default.
Msybe they intended that to happen, but I think it's equally likely it's an oversight.

But trade bars replaced tickets, and things bought with tickets were bound. (Except the cake slices when they were first introduced, which was clearly a mistake and was fixed relatively quickly.)
Things bought with other bound currency, like gems and seals, are also bound, even though those currencies are also not exclusively bought with RWC. (Gems can be gotten from Ouroboros crates, which are never paid, or from crates from daily login rewards or now the Tome; seals were never purchased as currency.) It isn't just things bought with crowns. It's things bought with bound currency.

When Wildgrown Chapel of Julianos was new, furnishings from there were traded by players, because impressario houses have unbound furnishings.
The issue in this thread is very likely caused by the Gold Coast Bazaar being part of the Crown Store, Crown Store houses have bound furnishings.

I got this house when it was originally available as a Golden Pursuit reward.
This house contains a mix of bound and unbound furnishings. All the banners, tapestries, and rugs are all bound.
Of the six statues, four are unbound, and two are bound.
