People specifically asked for harder overland and story content, because fights have gotten comically easy with 10+ years of power creep. It is extremely anticlimactic if the big bad guy dies half way through his first dialogue line, while barely scratching the player.
The fact that the rewards are marginal is good, because that way no one has to feel forced to opt-in.
so if the issue is power creeps then they are catering to the min/max 1% community
No. Even players who don't optimize are affected by it. The changes to base stats, ability scaling and ability reworks alone have contributed significantly.
Of course you can choose to do all your story content completely naked, unarmed, and with half-full ability bars to create some semblance of challenge. But if that would be the intended way of playing an RPG I'd heavily question the design.
You have a weird perception of player power by the way. I would be very surprised if only 1% of players finds overland/story content to be extremely easy.
One cannot do story content completely naked, unarmed. That is misinformation.

Person saying there is evidence online is right. I remember watching a video on YouTube years ago of a player completing the final battle of the Blackwood Chapter not touching 1 single button, except for the dance emote I think... That player had a Companion out and just that one plus the story NPCs completed the fight for him while he kept dancing. All on video from start to finish - it took time obviously, but it happened eventually. So, I'm sad to admit, it's not misinformation or a lie.
1 thing many "new" players don't know and veterans forget is: the game was way harder back then. There are video comparisons of the same fight in starting isle in 2016 and now, and there is a huge difference. The game got revolutionary updates to combat, including one that raised base weapon/spell damage by around 1.500 points. Regular story bosses could easily kill you; now it's pretty hard for them to become a threat...

i can only find guides on sets and quests.
i searched:
- "elder scrolls online overland without equipment"
- "elder scrolls online questing without equipment"
Personally i have done some quests unarmed in the past, but not without armour. i believe you can probably do it for some story content, but absolutely not all.

After a short google search I found multiple results with people doing trials without armor. I also found a video series from a guy questing without any gear. Since I find this discussion a bit silly and I don't want to involve content that I have not watched thoroughly, I undressed one of my storage mules and beat up a WB. I think the difficulty of that boss is pretty representative for most story/quest content and certainly harder than the base game story fights.
I used no active damage abilities, no ultimate, no armor, no jewelry, no weapons and no companion.
You can see that there is at no point any real danger to my character, even when fooling around, even when the pet isn't holding aggro.
Sadly a player came in at 40 % of the boss, but I think the point is clear.
I can really not be bothered to put more effort into this. I could have also fully left out all abilities, the only consequence of that would have been that the fight would be even slower.https://www.youtube.com/watch?v=tbtCTlGggas

I have argued this point too many times. Videos are no proof of being 'naked.' I strongly suggest that if anyone wants to see if they can face a WB without armor, CP, pots, or other outside assistance, try it. I have tried to duplicate several videos myself and discovered one thing: If you are not attacking the foe, the damage is mitigated. If you are only standing and not fighting or responding to the foe, the attacks are very base...more like attention getters. Once you engage, the attacks become more aggressive and will kill you if you stop fighting. If someone else takes agro, the 'dancer' will never be targeted therefore is not involved in the fight.
I believe the statements of 'you can play the game naked' is intended to make the speaker feel powerful while attempting to belittle other players who may be struggling. It feels like they believe that demoralizing other players it going to make their game go better. It will not. Players that believe that misinformation with eventually feel like they are just bad at playing this game and will move on to a game that is more gratifying. It is NOT their fault. No one, who isn't cheating the system, can complete the game without additives like armor, weapons, skill buffs/debuffs, pots, CP boosts, or Companion/fighting pets.
I can't see anything in the video because it is blocked.

This is actually such a crazy take. You know this started off a comment, where I was just basically saying that I like the idea of the difficutly system and how it forces no one to engage with it.
It is actually baffling how this spun out of proportion so fast. You have no reason to assume, that my desire for a higher difficulty has anything to do with you (or anyone for that matter). I wouldn't even have replied with a snappy comment if you hadn't started out with a completely outlandish claim. Then you demand evidence for what was basically just a hyperbolic expression, only to immediately refute the evidence (for which I made some effort) with a pompous demeanor, without even reviewing it.
This is a completely dysfunctional conversation. If it weren't for my monkey brain and the strong primal desire within me to prove strangers on the internet wrong, I'd probably just laugh about it.
No one, who isn't cheating the system, can complete the game without additives like armor, weapons, skill buffs/debuffs, pots, CP boosts, or Companion/fighting pets

One cannot do story content completely naked, unarmed. That is misinformation.
My point is simple: No one can defeat this game without gear and such.
You can take, leave it, or twist it to suit you.
