I would believe it ties to the leaderboard. There are rewards tied to the winning faction, which makes me think ZOS wants to make players put some effort into the system.
Players exclude themselves.

Especially because it's the same handful of folk dominating posting in them.

Only having a difficult mode excludes a lot of players from being able to participate. Adding a normal difficulty would help a lot more players be able to participate.

I wouldn't mind leaving this normal version as it is and having a harder difficulty version of Night Market, it's a bit too easy currently when you adjust your build to it (spoilers: Heart of Flame & high enough stat pools are a good start).

The Infinite Archive starts with a lower difficulty that increases with every Arc, so it does provide easier and more difficult experiences.
