For everything in game dungeons, trials, arenas, public dungeons, etc in a zone count as a subzone of that zone. They counted for prior endeavors/challenges, they count for a chance at overland loot drops, leads, etc. Them not counting for this challenge is either a bug or a really crummy change, especially since it does not specify that they are meant to be excluded. If they're meant to be excluded, they need to at least say does not include subzones.

I groaned upon seeing this challenge.
Why couldn't it have just been "Kill 1000 foes" which is already some playtime. Why do we have to mindlessly be funneled into those 3 areas?

If you recall the name at some point, that sounds very helpful and maybe less mind-numbing than 1000 overland mobs.

Just looked it up. The Unfinished Dolmen world boss in the southernmost portion of the map.
That, and Wrothgar is lousy with stuff (especially critters) to kill. Hew's Bane has those nests that spawn a lot of flies, though those have been tamed down compared to how they used to be.
I distinctly remember there being a fuss about this when something like this came up for a weekly Endeavor (or was it a Golden Pursuit)?
There are three major problems here:
First, and most importantly: The overland restriction is horrible, since the last time you did this, it basically depopulated those zones of enemies and people were complaining about not being able to find enemies to kill. It makes no sense to exclude instanced content within those zones, esp. private instanced content like dungeons or arenas where players would not be competing for kills with other players (this could've been a good excuse to run vMA a few times, except that doesn't work). Right now, it forces players to compete against one another for kills, and that's incredibly frustrating.
Second: At least with Endeavors or Golden Pursuits, you can choose to do an alternative objective. Or with weekly challenges, you can reroll them. But this one? There's no reroll, no alternative options.
Finally: Why is it kill 1000, claim 1x, instead of kill 100, claim 10x? I thought that the whole point of the multi-claim system is to give people gradual progress instead of large unwieldy lump-sum all-or-nothing affairs?
And my burning question, @ZOS_Kevin, did anyone at ZOS play-test this challenge? Or read any of the player feedback the last time you had this as an Endeavor? Because it sure as hell sounds like the answer is no.

Neither did Maelstrom arena, I needed one more arena for weekly. Thought, well its technically not in Wrothguard. This promted me to check dungeons and group dungeons also are not counting which means trials and arenas also likely will not count....why?
I got a different one (about doing a specific number of tasks while grouped) and I'm wondering if that's correct or a translation mistake or bug, as the seasonal tasks look like they're actually supposed to be the same for everyone?

Yea its little bit oversight that subzones don't count. BUT... 95 more days for complete it.
OMG you had even 500 foes in weekly endeavors, it is really so much big problem to kill some mobs in theese zones every day?
I think I read somewhere that this would be a better system because people would be spread out more doing different tasks, but that seems not to apply to the seasonal goals?
Now we have this and it's a struggle to find much of anything to kill due to delves/dungeons not counting and these being three small zones with not much spawning in the first place.
I don't get why it couldn't have been 10*100 kills as well. This would have let people farm a bit without full engagement.
Between this and very grindy weeklies (collect 15 ore * 6 is not my idea of a good time), this whole system is starting to look like an endless grind-fest instead of something fun and innovative.
