No, you need 12 Premium Tome Tokens to earn 1 Premium + Bonuses tome. They have nothing to do with the Premium tome.
I have noticed that the value of tome points to trade bars is not consistent. First page is 500 tomes for 750 trade bars. Second page is 450 tomes for 750 trade bars.
Also why are we earing 50 trade bars which is half an event ticket?
And why are the previously free statuettes and paintings now in the bazaar for 450 trade bars or 4.5 event tickets?
I tried to raise the question as to why the value of the tickets was inflated and I worried that we would earn low numbers of trade bars (partial tickets) and now I see this.
Disappointed, I'll save for things I really need.

I am saying that an item labelled "Premium Token" not unlocking the tier called "Premium" is a terrible and blatantly misleading design decision. Frankly, now knowing the truth has made this whole system feel even worse of a FOMO moneygrab than I was anticipating the battlepass to be.

I missed it lol. I'm bad at that in print. You're right though. A lot of this isn't as clear as it could be for people. I've spent half my work day hiding from my mechanics to answer questions from guild members on discord.

Ok, so on top of paying ESO+, battle pass, I need to also pay for silly rewards? Since they removed daily endeavors i stopped loggin into the game cause you can do those in couple days lazily... I can clearly see that they only count on new players who think it's ok. Screw old players..

No, you don't. A certain base level of rewards are available even without ESO+. Adding ESO+ adds more tiers, and then there's the whole premium token thing mentioned above which I haven't wrapped my head around yet but am probably not going to be too bothered with.
