Are damages from passives considered "procs"?

I just heard that status effects are considered procs, and therefore won't proc procs. Are passives from skill lines like psijic or Templar, where the passive itself fires off a source of damage, also considered procs then? I couldn't find an up to date answer online.

    I know that Burning Light counts as a Class ability (killing blows with Burning Light progress related Endeavor/Golden Pursuit tasks) and can proc the Overwhelming Surge set. Burning Light deals Magic Damage and can proc Overcharged.

    I'm not sure about the Psijic Order passive, but I'm guessing it counts as a Guild ability and can proc relevant sets and status effects based on its damage type and skill category.

    Yeah, ^this^, I think. The dev comments thus far have come across to me as more like "we're thinking that something along these lines is where we want to go" rather than "we need to tweak the final numbers." We'll be at that latter stage when it shows up on PTS. Otherwise it's "we're working on something" and the rest is mostly keeping the players in the loop on what that something is.
    I'm fresh out of outrage, but I could muster up some amused annoyance if required.

    Nice. I wonder then if we can presume the upcoming Class Mastery passives will behave the same way.

    This for the class masteries is probably something we will need to wait and see/test on the PTS.

    There's a lot riding on it for the Sorcerer implosion passive, so I'm hoping that they work like burning light and not like status effects.

    This is the entire reason I made the thread. Since sorc doesn't have good crowd damage compared to arcanist, I thought this might make monoclassing more viable.

    I have noticed that everyone is talking about the masteries and only saying that they are "works in progress" rather than they are more like concept art or mere notions. The devs in the stream said that these are just very loose proof of concepts and are being shown to allow us to basically see that it is a thing they are going to work on. But everyone seems to think that just the names and numbers will be tweaked a bit, rather than that these may be entirely different than what we first saw.

    Unbiased optimism is something I haven't felt before a patch for a long time. I am extremely skeptical, especially since many players were actually applauding those concept teasers. They crave their next shot of power creep, and ZOS has a track record of delivering.
