Micro Freezes in ESO Even When Bypassing Steam

Description:
I have been dealing with micro freezes in ESO for the last week or two. The game will lock up for less than a second every few minutes. Nothing else on my system has any issues, including BG3 on max settings.

At first, running ESO through the direct launcher seemed to lessen the freezes. It did not remove them. Over the last couple of days the freezes have become much worse again, even when I am not using Steam at all.

Troubleshooting Performed:
• Turned off all addons
• Stress tested hardware
• Checked for background processes
• Verified that no other games stutter
• Disabled Steam overlay, cloud sync, and other Steam features
• Tested both Steam launcher and direct ESO launcher

None of these steps resolved the issue.

What I Observed:
I tested two ESO accounts on the same PC. Only one account had the micro freezes. Since Steam only allows one login at a time, I launched my second account directly without Steam so I could trade between them. The account running through Steam had constant freezes. The account running without Steam was smoother at first.

Direct connect reduced the frequency of freezes for a short time, but the problem has returned. Over the last couple of days the freezes have become much more frequent, even when I am not using Steam.

At this point the issue happens on both launch methods.

    Is there any way to upgrade or convert my Steam linked ESO accounts into direct ESO accounts so I can log in without using Steam?

    One of my alt accounts is a Steam account, and I got tired of having to always use Steam, so I "liberated" it a few days ago by buying a non-Steam code for the base game (it was on sale for $4.29, which is what prompted me to finally do this), going to the ESO account website, and redeeming the code. And now I can log in either via Steam or by entering my username and password.

    I know a number of other people who have done this, and I'm not aware of any other way. It's annoying that I have to buy the base game again to do this, but it was cheap enough that I thought it was worth the convenience.

    I bought the code from the link you provided and entered it in the site on the account, but it just gives me a log in error if I try to log in directly. My other account (that I bought during beta works). So now I am out $5

    This is not a YOU problem. My friend and myself also had/have this problem. (Friend quit playing, I still have the issue.)
    I contacted support and they sent me an email asking for a video or a screen shot of the freezing? I can't record videos on my system. I sent an inquiry regarding the concept of taking a screen shot of a game freezing. Since one cannot tell the game is freezing from a screen shot, I asked what they were looking for in the captured image. The next message asked for information that was already provided.

    I have Nvidia GPU, My game freezes too. I contacted Nvidia. They said, if the game worked fine before the update, then freezes after the update, the update made the game unstable. They suggested I contact support which did nothing for me.
