✭✭✭✭✭Update: Today, I've gotten an Unopened Treasure Map out of the Rugged Document Pouch.
So my theory about what's going on is that the loot table originally contained both "random treasure map" and "Southern Elsweyr treasure map" (since this is that DLC, and over the years, I've noticed a disproportionally higher percentage of SE maps compared to other zones). The random treasure map was updated to the new Unopened map, but the not-so-random map remained as direct SE maps.

BetweenMidgets✭✭✭✭✭I had idly thought maybe it was an old document pouch that he opened (though I very much doubted that would be the case for someone to stockpile them and then open them later... but I guess stranger things have happened) and while I thought it was a long shot, I went over to Tideholm to see what mine would contain.
I honestly was shocked when I got a S. Elsweyr map, bc really what are the odds when I'm going specifically because of this thread.
But I looted the container this morning - 3/18/2026 - and it is def a S Elsweyr map instead of an unidentified one.
