Can't activate code

Friend sent me ESO 2025 Pass activation code before new year as a small gift. I can't activate it in official website, i tried to write to support, they were unable to help me, due to sanctions and so on. But what sanctions that could be, that i can't activate code, which friend from Europe gifted to me? I tried to change account of my region - support were sending weird responses but was not able to help.
I'm fighting with support more than 3 months already and zero result. Last ticket just was closed without any explanations.
Maybe some ZOS employees or community managers will be able to help me with this somehow? I need changing of region of my account OR activation of code.

    It might be related to the country you're in. Financial sanctions on Russia, for example, are pretty far-reaching.

    Yeah, maybe...but now, when Solstice already in Crown Store it's even more absurdly. You can buy with crowns/gold without any restrictions, but you can' activate code, which was bought by your friend for €(Euros) from European credit card from official resellers...

    Couldn't find anything about which reseller that is formally legit reseller from ESO staff when using Google. All I could find a thread from 2020 about this same question.

    Now you have two issues as I understand it:

    (A) Your account are permanently banned

    (B) You have an activation key that probably isn't valid and therefore you need to contact that store that key came from (or your friend that sent that key as you will need a recipe or documentation of purchase to start a process for getting a valid key or money back).

    In general only purchase key from officially legit sites in the future by doing some research which reseller that have been published to be legit (when possible) and never use a key that might be black listed or from a source you can not trust as that also could lead to your account being closed down to prevent further abuse.

    (A) - nope, and i never was in any sorts of bans.

    (B) - i'm sure key is 100% valid. Because friend bought for himself and for me. And his key was working.

    Used keys for them for years without any problems, now it can't be activated and support says - "Your account is located in an embargoed territory under US government regulations".

    Most likely because account was created in russia, but i moved away from it long time ago, but they even don't want to change my account region due to some security reasons...I tried to send emails of my account creation date, my previous ESO UID etc - they do not care, like ppl can't travel around world...

    They actually forcing me to create new account in new region...so i will lose my 10+ years of progress...
