Should Werewolves be allowed to use Skill Scrolls?

We know that werewolves currently being able to use Skill Scrolls like any other playstyle is considered a bug:
Hi everyone! Thank you for raising this and great catch. We can confirm this is not intended and is a bug. Skill Scrolls should be disabled any time your skill bar has been entirely overridden, such as when you transform into a Werewolf.

This will be fixed in a later PTS incremental patch.

On the one hand, there's this shiny new feature that everyone but one playstyle will get to use, and that one playstyle is already incredibly powercrept. This isn't the first time Werewolf has been excluded from new features — they still don't have access to their own Scribing skill.

On the other hand, Werewolf was never intended to use non-Werewolf abilities. If they start now, the identity of their playstyle would diminish.

It personally bothers me that ZOS considers Werewolf to be just an Ultimate that gives you a special skill bar. I consider it to be my preferred style of play — I spend most of my time in Werewolf form, and I know the playstyle better than the playstyle of my Class. I believe Werewolf should be on par with Classes like Dragonknight, without borrowing skills from them to make that happen.

    I think that skill scrolls should be usable by everyone because the whole point of them should to be give you access to stuff you wouldn't normally have but in a much more limited capacity.

    There's a reason werewolves don't have a place in vet trials or ball groups. Just because the transformation is sourced through an Ultimate doesn't mean the entire playstyle is powerful. The abilities are balanced to be 25% more powerful at 25% more cost; the power to cost ratio is the same as a human form build.

    I'd happily accept Werewolf no longer being an Ultimate if that meant we could finally have an Ultimate to use while transformed. That probably won't be enough to give werewolves a place in competitive content — they lack the flexibility that the human form has — but it would help to bridge the power gap between transformed werewolves and the human form.

    I really wanted to give a straightforward answer to this poll, but I'm torn.

    If werewolves don't get the ability to use Skill Scrolls next patch, then we'll be at a disadvantage when we fight all the people who can use them. I'd rather the power gap between werewolves and everyone else not continue to widen. There's also no guarantee that the combat balance part of the Werewolf rework in Update 50 will actually buff werewolves.

    But at least I now have zero interest in farming for these scrolls in general, so I'll get to skip the Night Market grind while everyone else suffers. It really didn't make sense to me for Werewolf to use non-Werewolf abilities, even if they can use potions that grant similar effects.

    This is a fantastic point. Skill Scrolls by design allow people to use skills they otherwise couldn't use. You could use Quick Cloak without dual wielding, for instance. By this logic, it doesn't make sense to exclude Werewolf.

    I mean, werewolves can use items like potions to apply similar effects. They can equip item sets, too. From a gameplay mechanics standpoint, Skill Scrolls are not much different from potions and item sets — they apply some effect that may not always make sense in the lore, but they're there for gameplay reasons.

    Ultimately, I want Werewolf to have its own identity. To make a comparison, allowing non-Werewolf skills in Werewolf form is akin to allowing Subclassing. Yes, it's optional, but we don't want to be suboptimal. Nobody would run Werewolf skills in Werewolf form if they could use non-Werewolf abilities instead.

    While I don't necessarily think three skill lines for Werewolf is necessary or even enough (the human form has access to much more than just their Class skills) I do agree with the notion that Werewolf should have more skills and that it should be treated like a genuine Class. I always ask for Werewolf Grimoires because even just one more skill in the Werewolf skill line would give us so much more build diversity. 6 skills to choose from instead of 5 skills means we need to choose which 1 skill we're not going to slot on our bar!

    I don't think werewolves should be restricted from using them when everyone else can from a gameplay perspective. though, werewolves using a scroll doesn't make much sense.

    I know spell scrolls are very much a thing in elder scrolls, but I really don't see a good reason to add them to this game. I think they should just scrap them.

    Vampires can do anything that normal people can. Werewolves are a similar type of supernatural creature so shouldn't be disadvantaged. Werewolves are still intelligent creatures, just a bit hairier.

    Another case of "your paws are too clumsy" eh...

    then if we can't use scrolls, i would like to see some new abilities either as a scribing ability or new or additional ability morphs in the future like: a bite attack and enhanced light attacks for all werewolves

    Bitter Gnaw - you froth at the mouth with rabies and lunge forward biting your target with caustic damage (this damage bypasses resistance)

    Rending Maul - your claws cause lacerations that are uncleanse-able reducing the targets armor by 1000 stacking 3 times

    Lunge - you lunge at your target knocking them over into the ground and briefly immobilizing them and dealing physical damage
