Werewolf can use non-Werewolf abilities via Skill Scrolls (Intentional?)

We can now find consumable items called Skill Scrolls which, when used, apply the effects of the skill to the user. However, Werewolf is currently able to use these scrolls, meaning Werewolf (for the first time) has access to non-Werewolf skills in their toolkit.

The Skill Scrolls available right now are Absorb Missile (One Hand and Shield), Forward Momentum (Two Handed), and Quick Cloak (Dual Wield), none of which require the respective weapon to be equipped.

I have conflicting feelings about this. On the one hand, Werewolf finally has access to a damage shield, Major Evasion and Major Expedition, and a snare purge, all of which Werewolf needs in some form. I just wish Werewolf had sourced these effects from their own skills, especially from a Scribing ability for their skill line.

What's worse is that these items are only found from the Night Market (a limited time event), they're difficult to get, and they're going to be absolutely imperative for every Werewolf player to acquire and use frequently in PvP. After all, Werewolf cannot (and shouldn't be able to) slot non-Werewolf abilities on their bar, so the value of these consumable scrolls is so much higher for a Werewolf player than it is for a player who could simply slot those skills.

ZOS, is this intentional?

Yikes. These can not be consumables if they are usable everywhere. I see this being a huge problem down the road for players unable to stockpile these.

Do these replace your potion cooldown when used?

sounds like fun to me and a reason to keep the content populated, so long as the scrolls expire when the night market event expires. (ideally I wish we'd have a permanent group event zone, but alas...)

Has that been confirmed? The expiration post-event?

No, the scrolls do not expire.

no; but if they existed post-event it'd possibly be an unfair advantage in situations like this where people stocked them up unless there was some other way to get them after. just speaking hypotheticals.

I'm willing to bet that since these three Skill Scrolls are sourced from the Night Market, we might get more Skill Scrolls based on other skills sourced from other places.

I do like how these scrolls are like the single use consumable scrolls from the singleplayer TES games (there were several suggestion threads on these forums asking for scrolls like these to be added) but I still don't think Werewolf should be able to use any skill that's not in their skill line. Likewise, nobody not in Werewolf form should be able to use a Skill Scroll that's based on any Werewolf skills.

We have ENOUGH consumables mini-game nonsense.

More barriers between us and the content we enjoy are nothing but annoying. I was against the Scribing soul gem consumption, and I am firmly against this.

These can not be consumable, or they all need to expire at the end of the event. One or the other.

Oh nice! Finally a new cool thing to farm. I love that these feel like bringing in more of the single player games. I don't have a problem with these because the night market is limited anyway. Looks like they're bound anyway

If they’re bound that’s less annoying.
But I need to know if these work under Battle Spirit, and if so, will they share a cooldown with potions?

Yes, they work under Battle Spirit, and they also apply their cooldown toward the cooldown shared by potions and other Skill Scrolls:

    Okay, thank you for sharing.
These can not go live in their current iteration.

This is going to be a mess.

I really don't want to see future Skill Scrolls give players access to Werewolf abilities without the need to be transformed. Imagine a Skill Scroll for "Hircine's Rage" that just anyone can use, even Vampires. While you could imagine non-Werewolf Hircine followers utilizing a spell called that, it's still disheartening to imagine people getting to use what was once unique to this playstyle without needing any of the investment.

In general, I think current and future Skill Scrolls should have basic prerequisites before you can cast them, such as:
    • You must have unlocked the skill line the skill comes from (such as any for the Psijic Order or those sourced from (sub)Class skill lines)
    • You must have the correct curse to use Skill Scrolls based on Vampire or Werewolf abilities
    • You must have enough armor pieces of the correct weight to use Skill Scrolls based on Armor abilities
    • You must have the correct weapon type equipped to use Skill Scrolls based on Weapon abilities
The system as it is currently is not restrictive enough. It's throwing away the build requirements we're familiar with. It's already unnerving to see no bar space requirement for these skills, even if the cost does come in the form of cooldown.

Really, at the end of the day, I just don't want to see werewolves using spells that don't belong to them — it ruins the identity of Werewolf. I am going to farm these scrolls if they go live like this, but I won't like this shift in the meta. Plus it would be a huge slap in the face to see people using Werewolf skills via future Skill Scrolls without actually transforming like I have to — as if the human form really needed that extra power.

The whole point of skill scrolls in the single player games is to give you access to spells you wouldn't necessarily normally have.

These are fine so long as it isn't trivial to stockpile them.

Hi everyone! Thank you for raising this and great catch. We can confirm this is not intended and is a bug. Skill Scrolls should be disabled any time your skill bar has been entirely overridden, such as when you transform into a Werewolf.

This will be fixed in a later PTS incremental patch.

Thank you for the fix! As much as I would've loved to have these effects, it didn't feel right to source them from those skills.

Is there any chance that some of those effects could be given to Werewolf in the rework in Update 50 or via a future Werewolf Scribing skill?

Werewolves can do a lot of things, like:
    • drink potions
    • consume food and drink (includes beverages like coffee)
    • pick locks (presumably by biting the lock or something lmao)
    • harvest resources
    • use siege weaponry

However, often due to their clumsy paws, they cannot:
    • use crafting, outfit, or armory stations
    • fish from fishing holes
    • excavate Antiquity dig sites (you can dig up Treasure Maps just fine though)
    • use emotes
    • place siege weaponry

There's not much consistency in what is or isn't allowed for Werewolf. In all honesty, Werewolf probably could've used Skill Scrolls. But, there's a line that has to be drawn between convenience and roleplay fantasy.

I want to stress that Werewolf isn't played like some temporary Ultimate before people go right back to playing in their human form. Werewolf is a separate playstyle altogether, and dedicated Werewolf players remain transformed for hours and hours on end. That's why people care about minor QoL things that Werewolf gets, and has taken away from them.

So in some areas, Werewolf needs more convenience, since it's a playstyle that people dedicate a lot of time to playing. But, in this specific case, I'd argue that werewolves being able to cast spells like these isn't fitting for the roleplay fantasy.
