Because once upon a time, crafting was actually important in the game. Being a master crafter actually had some meaning behind it, and required a significant amount of dedication. Research times ensured only those dedicated could benefit from it. But then over time a sequence of changes rendered crafting less relevent. To the point it's more just a "necessary evil".

That's not the point. All the sets are needed for master writs and research is needed for master writ drop rates

We have reduced the time to be able to fully research Crafting Traits by over 50%.
This also sees the max caps being lowered as well, from 30 days to 10 days. This cap is derived from rank 4 of the Crafting Trees passive.
