There are currently 14 quest locked books that are documented. Some have been noted for years.

True, but this lorebook is the ONLY one of those 14 that was made available not only during a quest that was active on the servers for just 7 days, but also the content paying ~50% of the active player base was also not eligible to do the quest even if they wanted find it. Basically, 90+% of all players will never have a shot to obtain this lorebook unless they add another source for it, because either they had the content pass or they missed the one week window to do the quest. Whereas with all the other quest-only lorebook bugs, everyone has a chance to get them during the quest if they are extremely carefully in their quest completion. That, in my mind, makes this bug far more egregious than the other ~13 on your list. Don't get me wrong, I want them all fixed.

I appreciate the work you have done to consolidate all the bugs in a single updated list. The ball is clearly in ZOS's court to fix everything you have listed or issue a statement as to the location/sourcing that is unknown to the players. They have NO EXCUSE to claim they don't have clear & concise player feedback identifying all the current lorebook issues.

Oh I don't disagree, I was just airing my cynicism. It wasn't all that long ago that ZOS said they wouldn't keep putting in books without a post-quest location. I think that lasted 1 update.

@ESO_player123 I've checked the two books, "Baron Sorick's Orders" and "Note in a Dead Man's Hand". These books are specifically read as part of the quest - https://en.uesp.net/wiki/Online:The_Sower_Reaps

It may be that they changed it so that originally they were seperate. Can you double check you have done the quest please. There are two static books in the Barracks House that are just part of the scenery. The interactable books dont show until the quest is done and both are notes (look like pages) rather than covered books.

@Gabriel_H Thanks, I will check. I finished the base game zones years ago, but tided up my Eidetic Collection more recently. May be a quest slipped through the cracks.

Nothing in the patch notes, but that doesn't mean they weren't fixed. Will take a few days/weeks for people who come here to note any changes.

FYI: I checked on a new toon. Quest took me less than 5 minutes. So on a fully powered one, shouldn't take long

@Gabriel_H You were right. Somehow I missed this quest years ago. Problem solved.

Oh, and year 2920 volume 20 is also available outside bookshelves, in IC, Elven Gardens District.
The game (or an add-on) gave me some coordinates and it's still there... :)

Don't know, if or when there was a change, just for protocol...
Year 2920 should be available outside bookshelves: vol. 11, 14, 15, 20 and 22. Game shows me "once found at" coordinates for this 5 in Imperial City. Some more elsewhere, mostly in Deshaan. Didn't check them all, in summary there must be 16 out of the 27. Sadly i myself didn't find vol. 3 yet.

Has anyone found "Water Cuts Stone, A Textual Analysis" other than in Bookshelves in Eastern Solstice? The RNG isn't my friend for this one and my daily run through the bookcases in sea and sword lodge is getting tedious :D

Indeed, in the central wilderness of eastern Solstice - halfway between Ashbound Hall and Gristmung Hold

You can find it after the Xor-Hist quest from Mani-Kai (Roots in Stone), near by the Mural Dedication, which also is available after that quest.

anyone has tips on getting these lorebooks?
it's truly been taking too long and too expensive for my liking and frankly unnecessary on their part for adding this
i'm tired of doing dailies on 7 toons and spending money on buying the survey

jewelry crafting dailies. doesn't even need to be on a max crafting toon, even a lvl 1 can get them. The location from the sealed writs is always random, so you'll need to keep doing them till you get every drop and can read tyem on multiple toons too.
    @Djennku, PCNA.

Grand Master crafter, all styles and all furnishing plans known pre U41.
Vamp and WW bites available for players.
Shoot me an in-game mail if you need anything, happy to help!

Yea, jewelrycrafting daily writs and rng based. Even doing them on my whole account it took a month after they added them to get them all for me. If you're impatient you may be able to buy unidentified jewelry crafter survey reports off guild traders but it's still rng what you get when.
