I don't think it would be, and this is why. I've run around Cyrodiil on one of my characters and found every lorebook, and every skyshard, and completed every dolmen, and every delve, and dug up treasure maps and can count on one hand how many times I even ran into an enemy player.

There is a difference though. While scrying or digging you cannot see what is around you, so it would simply be an unfair situation.

I would like this, though some parts of the map are difficult to get to depending on alliance control. I still haven't gotten all the skyshards. As for vulnerability, they could give you that protective aura you get when you first enter an area of Imperial City while you are scrying or digging.
