These fighter guild quests still exist(kill 8-10), they can be started from the inns in the alliance home bases in Cyrodiil. And do require the fighter's guild passive to appear. No. The mercenary missions made the player the mercinary and was given quest to do one of five different tasks when they accepted the mission. The missions were go kill 5 goblins, or 5 of some other clan in Cyrodiil and the like.
There is a lingering fighters guild passive that granted the ability to accept these quests. Not sure why that passive is still in the game when the quests no longer exists.
