Sounds like that world boss isn't finished being made part of the game. I wonder if Ghishnor will ever be one of the world bosses assigned by the Solstice world boss daily quest giver, or if it will stay unfinished?

It makes it even more cryptic. Who wrote it? Whom is it meant for? Why does it show up next to the daily quest people who seem to know nothing about it?

Ah, right. I forgot it will show up in East Solstice again (hope that's not a spoiler). There's probably daily questgiver dialogue on it, which is still deactivated now, as long as the Wall is still blocking access to the other side.
Still, I wonder why they (re)used it as an event world boss now, since it makes no sense, and without any lore text on that it's just confusing and doesn't add much to the whole thing. It's just there and does nothing, basically.

He's just standing West of the main camp at the coast. He's there most of the time because most people don't see any reason to find him, or at least not more than once, which most people already seem to have done on day 1 after he appeared. I've heard that people who want to fight him now have a hard time because they don't find anyone who's still interested in that.

So your complaint is it's more difficult than usual a WB? The issue isn't the boss, it's the players wanting ez-mode.
Ez-mode or not, why put effort into it more than once if all you get is a piece of blue gear?

Depends on how much the scaling progresses. I'm honestly not even sure why it silently showed up West of the camp all of a sudden, when the Worm Cult is in the East. Lore-wise, I mean. There's no story on it, no quest either, it's just there and no one knows why.

They drop furniture, and that's it. Not even sure why the Worm Cult would invade some random Dwemer ruin somewhere, but whatever.

On the contrary, the quest-giver for gathering vitrified souls to charge the Meridian lens mentions that there are invasions all across Tamriel, and marks known locations-- the invaded delves and public dungeons-- on your map for you. The reason this was done was for players who don't have access to Solstice.
