the master angler ive got a few, 8 years ago, the other zones are no problem, if you consider the time youre investing, but IC is a problem. cause i dont want to invest my time in resurrecting somewhere and go back to the fishing spot and resurrect somewhere and so on.

and at least: you dont have enough time to farm both, though for some achievements you need a completly different setup than pvp

I enjoy long term achievements that show progress; however, the one you linked has a rl money tied to it. If one doesn't purchase the Soistice chapter, they cannot achieve it. Imagine realizing that there is a 'pay wall' at the end of ones achievement. [No Argonian House boat for me as I will not spend $50 on a chapter that focuses one group play.]
I agree with your take on doing non-fighting tasks in PvP zones. If the fights were one-on-one or if the fights were balanced, it would not be as serious. But groups get bonuses for being grouped /guild so one soul running alone trying to do non-PvP activities in those areas are subject to becoming kill-fodder for groups or over-powered attackers. There are dungeons, treasures, and quests inside the PvP zone that are not really PvP related.
I have treasure maps, perhaps too many, in Cyrodiil. What I have resolve to do is to look up the location of the treasure, then use a character that aligns with whichever faction has the control the location. I prefer to try to find the location from the map images but it doesn't make sense to do that in Cyrodiil. I find each treasure only once and will delete any copies I discover because the treasure is not worth the risk and hunting the treasure is not focused. I fished there once.
I have not tried fishing in Imperial City. I was there a couple times. The first time I was killed by a player that was lurking with invisibility. I could see them but I was in position where I had my back to a wall. The second time I was doing a quest and was trying to figure out the map so I could get to location and was attacked by two players. They just one-hit me. I have not been back after that. I can't imagine fishing in such a location.

That may be true for you but it's not true for everyone. There are plenty of PvP players that enjoy housing and want to furnish their house with things they earned doing the activity they enjoy too.

Just go to the no-cp IC when there's not an event and nobody will bother you, especially if you also off peak. Even if they do, they'll kill you once, see you ain't got Tel Var and leave you alone after that.

I've been wanting to one with a more Japanese/Asian feel for a long while now because I have always loved the aesthetic. And I have been inspired by so many other good ones with this theme. But it felt so daunting to make my own. I do finally have the skill at housing though to make something I'm pleased with and it makes me happy. I am so happy that my guild's contest finally gave me the push I needed to make this house! It was a garden themed contest (I won 2nd place).

Not to mention that your whole premise is behind an achievement furnishing, not a furnishing plan. Acquiring gold in itself isn't a risk. It's simply something that needs to be worked for. Any risk resides solely in the method one chooses to acquire said gold. There are plenty of risk free methods to choose from. And again.. plenty of PvP'ers make plenty of gold. And I'm not seeing the correlation between PvP and ESO+.
is it possible to establish a "leave me alone" mode for people, who arent interested in PVP but have to go to cyro or the IC, example because of fishing, or do scouting quests during midyear mayhem, just for the event tickets?
I mean a mode where you cant attack other players or NPc's (in the IC i dont need to collect tel var stones, but fishing) and you cant be attacked by other players or NPC's?

Funny, I needed IC to get Commemorative Angler so I went there yesterday to fish. It was about 3 a.m. Eastern so it was pretty empty except for this one guy. There I was, peacefully minding my own business, and an EP player (Im DC) comes by and mercs me. He was a NB, I never saw him coming. And he kept doing it every twenty minutes or so for the entire time I was there. So you know what I did? I respawned and kept fishing. While most would agree what that guy did was kinda of a **** move that's the price of doing business in a PvP zone. Got IC Angler in about two hours with an Arteum Pickled Fish Bowl running. Going in in the off hours is a great idea and you can knock it out quick despite some ******* killing you every 20 minutes 😊

Derp I left out the word "content". Most of the game's harder content isn't then, including PvP.
I'm saying the game in general requires time and effort, and if you don't have time and effort to give to PvP or PvE activities, you're not gonna get the rewards from those activities.
