Thank you for flagging this. We checked in with the team and this was an oversight. Patch notes is a coordination effort across multiple teams and various versions of a build. So sometimes a note (or in this case 3) slips through the cracks. As we have noted before, we are human, so sometimes things get missed. But we understand the frustration and thank you for noting the issue so we can fix it. We have let the team know and have flagged this for improvement in the future.
We asked the team for the missing notes and they are as follows:
- Battlegrounds now will launch and stay open with 7 players instead of requiring 8.
- Battleground queues now offer a small XP and AP bonus for joining a Group queue as a solo player.
- Battlegrounds will now offer an underdog bonus to a team which has underpopulated teams.
We will also update the patch notes with the missing notes.

Its killing the game for a lot of newer players when you have us sweaty players going 50/0 every match because we are stuck being qued against these people every other month.
Hi, would it be possible to add a generic BG queue which lets you queue for all possible modes, or at least for both ranked and unranked? I don't really care which mode I go for if I just want a quick BG, but I get frustrated with long queues and either switch to another queue or just ragequit. I would be perfectly happy queueing for both ranked and unranked at the same time if it made the queue quicker. There are probably others like that too.

We have shared the note on MMR reset in the past. Happy to do so again. My understanding is additional tech work needs to be done to make that happen. But I do not have a status on that right now.

@ZOS_Kevin Nice, like Ruskii said Resetting mmr is the main factor in terms of ruining new player experience in bgs. It directly leads to pugstomping, spawncamping, and making players afk in spawn.
As discussed in other threads it may make sense to make mmr not reset and be account wide, especially now that subclassing requires us to change characters/classes for simple build purposes like swapping skills.

Honestly I think account based MMR would over sanitize the lobbies. I've said it before but theres nothing wrong getting your ass kicked by a better player on an alt for a few games before their MMR gain accelerates and puts them in a higher bracket. It is a problem when a new player is expected to deal with whole teams of better players for months and months on end because MMR doesn't have enough time to create any meaningful distinctions between player groups.
We are in the last week of August, and I am only just now noticing a real separation of the lower/mid tier mmr brackets this month. I took a character id not played for month into BGs and everyone was unfamiliar names with <1000CP. Those players need to have that lower bracket to learn/get their dailies done.
Please ZOS, stop resetting MMR.

Well I suppose once you stop resetting MMR it starts to drastically matter what mmr is based on. Whether the metrics actually represent a player's skill. Maybe dont have it necessarily account bound, but if I have one character at say an mmr of 80/100 maybe my other characters begin at 60/100 or something of that sort.
ESO "skill" has two metrics. Build theory and Technical skills. For the most part technical skills hardly change between playstyle now adays, since everyone is stuck playing the turtle and burst proc/ult playstyle. Then build theory mostly sticks aswell between characters, maybe someone has a hard time figuring out where to get all the buffs when trying a new subclass, but again for the most part you are still 80-90% the way there. It isnt like the old days where a regen sustained damage magblade player was drastically different from a deficit sustain timed burst magsorc player or even close to a deficit dizzy stamsorc

If you're on PC, download the Better Scoreboard addon. It adds a new section to the Group tab of the menu called "Better Scoreboard" with a checkbox for each BG queue. You can queue for all 4 simultaneously by checking each checkbox (4s solo, 4s group, 8s solo, 8s group).
I believe this is a weird case of console/gamepad UI having this functionality by default, but never being implemented to the KB+M UI. Better Scoreboard simply allows the PC UI to do this.

I've been using the Better Scoreboard addon for a long time, but I'm still not sure if it actually works. ZOS has repeatedly stated in their posts that the game doesn't allow being queued for multiple modes simultaneously. Could it be that the addon just randomly places you into one of the selected queues, giving the player the illusion that you're queued for multiple modes at once? I'm not sure what to believe.

Cyrodiil has forever been a "rich get richer, poor get poorer" environment where one side is rewarded by game design choices for snowballing. It also actively discourages under-populated sides from even attempting to play on the map. Such bonuses would be very useful in evening the odds and allowing outnumbered sides to effectively fight back.
Late-night players, especially, would likely appreciate it, as that is when population is lowest overall. It could also help to bring some life back to the currently dead campaigns. Campaigns that were killed-off by relentless population imbalances driving away the players on the other factions.
@ZOS_Kevin Thanks for clarifying the new changes, its very welcome news! Could you please tell us if any of the numerous posts requesting info regarding bringing back a three team format Battleground in addition to the two team Bg format has received any consideration? Or if any three team Bg events are being planned for the future? We'd really appreciate any info you could provide on that subject please.

Please do keep passing this on. You can trace 99% of peoples complaints about BGs to how mismatched theyve become since they started resetting MMR in U44. The answer we were given in the Q&A was that they were resetting MMR to lineup with the weekly leaderboard (which makes no sense as the resets are monthly).
Resetting MMR and mismatching lobbies is essentially a meat grinder for new players and frustrating for everyone.

We have given that feedback about bringing back three team BGs. Not sure where the team has landed on this. But we'll ask during our check-in call with them next week.
We will also update the patch notes with the missing notes.
