Should there be a PvE only instance of Imperial City?

I find the amount of PvPers fiercely defending 'their' zone from PvErs ironic considering not even PvPers go to IC anymore much. Folks, you're defending a unicorn. Imperial City is dead. It's a few gankers killing a few questers. Wherever the course should lead, to let it be unchanged is just wasted content for everyone, in and out of Mayhem.

If ZOS isn't willing to rework IC into something decent, at least making the story continuation available to everyone without the danger of getting spawn-camped is only fair. I'd prefer if they reworked it into an actually positive PvP experience, but so far, it's not happening.

tbh the same can be said about cyrodil these days. Live only has around a 60 player faction cap. 1/3 of that is literally one zerg guild ~20-24players. The other 1/3 is two ball groups and the remaining are random pugs probably around 12-16 players. Chances are there is only one or two fights going on in a campaign with 18+ keeps to seige. Half the time one of those two fights is a ball group dueling another ballgroup off to the side and lagging out the whole server.
We should use the insightful and awesome buttons more

Cyro certainly has its own problems, but not to the level of IC.

    But both need work, agreed.

TBH IC is currently the closest I feel to being at risk of dying while questing. I’m not really a pvper at all, but quite enjoy going questing in IC trying not to get mugged by the locals. The respawning is annoying with the dependency on flagged zones or landing back in the sewers though

No, but I think the amount of enemies need to be reduced. IC is a complete pain to navigate when it's empty. Every 5 steps there's another group of 3-4 enemies with 100k+ HP which are annoying to kill in a PvP build. The enemy density made sense when it was new and there were a lot of players, but when there's only 5-10 people total in the city, it's terrible. Unless you're Stage 4 vampire, you can't fight others or do quests because there's always another enemy waiting its turn to start fighting you with its frequent snares and stuns.

i would like a PVE IC version. i wouldn't want PVP IC to go away, but it'd be nice to wander around IC without Molag Bal's imprint everywhere

With the interest in the Oblivion remaster, I suspect that there would be a huge amount of interest to see a version of Cyrodiil after the 3 banners war. I'd love to see it in-game.

Hopefully the original world maps can have new post war versions too.

And - pretty please - with a new version of the world map engine that allows for high mountains and deep valleys.

Yes. If you want to do the quest in IC as it is now, put on your big boy pants and go pvp. That's how the zone is made and intended. But they absolutely should make a dlc of post war IC. Rebuilding, political infighting, murder. Hopefully no cultists or world ending threats. I think could capitalize on the remaster hype and their stated intention to reuse assets and revisit old places with new stories. Leave the pvp IC as it is now though. That would be crazy to take it away. It's not how the zone was meant to be played.

As someone who needs the Imperial City Fishing achievement (and did they add the western solstice one to the anniversary fishing achievement? if so Why? *cries*), Yes! /half joking.

If you want to fish in IC, here are a couple of tips:
    - It's all foul water and all the fishing spots are in the inner ditch.
    - You can crouch while fishing, so if you crouch with your back to the wall you reduce the chances of being seen when reeling in.
    - If you get killed, just respawn in a different district and find another fishing spot.
    - The best time to do this is when they have another event that guarantees that if you catch a prize fish, it will be one that you don't have yet (that's how I got the last fish I needed from there), but this might also be when gankers are looking for fishers, so other times may be quieter.
    - It's probably quieter in the no-CP version, but that removes the effect of the green CP that affect fishing.

What I found best for fishing in IC was to wear one of the Xyvkin polymorphs. Then, other than the colored sign over your head, you look just like all the NPC's that are fishing. I got comments instead of getting attacked when I did it this way.

I went fishing in IC one time (during that event when fishing was curated). I had an enemy player fishing right beside me the whole time, at three different nodes.
I wasn't wearing any polymorphs, and we never spoke. I assume he was geared for PvP (I was not), though he never attacked me, he just let me fish, and let me leave peacefully when I was finished.
