I suspect that the PvE players who are doing town dailies for 2 tickets are leaving as soon as they get however many event coffers they're wanting to get, which might not be that many since some of the potential rewards are PvP-related (repair kits, siege equipment, etc.). That means there could be a larger turnout than is readily apparent if the population of PvE players is spread out through the day and night.

Maybe a PVP event should......you know.......give rewards for PVPing?

Subclassing I can't level up no skill points.
12 or so toons, played 10yrs.
Have all sub class levelled but in order to actually use on most of my toons I don't have enough skill points to subclass.
The double point cost is stopping me from adjusting them.
If you don't adjust you can't compete.
I have 2 that I can use and have been a bit but really pisses me off I can't use the other ten until I replay them for many hours to get skill points. That is really bad desicion.
on the MYM front. after vengeance , being pulled from once side of the map to another like a ping pong ball then collosus dumped by ball groups is no longer any fun for me.
RoA killed the fun, Ball groups havent been countered. thats what killed MYM . its that simple.

i have 14 toons on EU. 6 on NA
when they annouced it was going to be double for subclassing, which was basically 6 months ago... i made sure i had enough skill points. it took a couple of weeks, but basically, i replayed zones, killed group bosses , went skyshard hunting.
there was more than enough time to prepare for this. you appear not to have. thats on you.

I can see how RoA is really unpleasant if you want to PvP but for PvD the playstyle is quite tolerable.
Players seem to have finally wised up, ignore these groups when they turn up and spread out.
There were a couple of these RoA+Colossus parties following us everywhere yesterday and they were just a minor inconvenience.
Res the few scattered people they caught and move on to the next objective.
Bombers had a field day tho, but that is part of the charm of Mayhem
Without bombers to break the monotony it would just be a tedious stream of doors and flags.

Multiclassing.
Many dedicated PvP players won't have finished leveling up their new Multiclass PvP builds yet so aren't taking part as much or at all.
A great many more people who usually don't play PvP outside of events won't have even thought about designing a Multiclass PvP build and were caught completly unprepared.
Others will have decided that its just not worth the effort of leveling a Multiclass PvP build just for events.
Other players are playing ESO itself less or not at all for a few patch cycles while waiting for the Multiclass Meta's to stabilise, so there's less players around to start with.
There'll also be plenty of people who expect PvP to be an absolute train wreck of busted OP Multiclass PvP build like how PvE's DPS is and just gone "lolNOPE!".

Honestly, I have a different take on this post.
Because I know for a fact the hardcore dedicated PVP players ground their tails off leveling up subclasses to be ahead of the curve in PVP. 3 days after Subclass came out, we were seeing people on DK's or NB's running beatles from Warden, or templars using Sorc abilities, etc. So I know for a fact that most of the hardcore PVPers were on it leveling up their subclasses. But I do believe subclassing plays a part as to why the event turnout was low. The reasons for it?
1) Server performance. It has been particularly bad this event, and while it is probably not the ONLY culprit, I can't help but suspect that as Zos continues to make changes and "upgrades" to this game without upgrading their engine and server, performance continues to degrade.
And
2) Right now, with subclassing, damage is so disgustingly high that PVE players and casual PVP players don't stand a chance against the hardcore PVP players. I'm not going to toot my own horn, but I know that I have seen small groups of 4-6 who are nigh unkillable because of the subclassing changes allow them to literally have it all - tankiness, survivability, sustain, and burst - with zero downside. I'm a regular PVP player and sometimes it can get frustrating, and so I can only imagine how the less dedicated PVP players feel about the situation.

I can't gank a bloody 30K hp player while they stand motionless from behind with triple crit Focused/Incap/Merciless 15K pen 115% crit damage and they can 1-combo me after using a single skill to re-heal more than half their HP while negating any usefulness of cloak because det pots. (albeit I am playing a pureblade and not sublclassing, I should probably drop siphoning for Aedric)
We've got 31K hp tanks that are now bloody bombing.
It's just a pubstomp on anyone that isn't a bloody sweat.

You do realize one of the most notirious people of running alts to monitor zone chat is on AD, right?
