For me it's not about exactly how many tickets each person may want or need and which of them are entitled to get it. The problem is that ZOS can't run their event as planned and advertised because of maintenance they planned. It makes it looks like the game is badly run and half the company doesn't know what the other half is doing, which doesn't exactly inspire much confidence.
If it was emergency maintenance needed to fix unexpected problems that would be annoying but more understandable, but they've known this was coming since they started planning the Vengence campaign and either didn't think to check or didn't care that it would mess up another event.
Yes, ultimately it's a video game and it's not like anything important to anyone other than ZOS will be impacted (obviously their livelihood and, for some of them, over a decade of their work is important to them). I was thinking about what would happen if a similar clash occured in my work, then realised the difference is in that situation people could literally die (I'd like to think it's unlikely, but it's certainly possible) so it's not really comparable. But it still comes across as very unprofessional.

There are server reset times, for things like daily quests, and these times are in UTC. For example, for PC/NA, it's 1000 UTC, which means at in the summer, that translates to 0600 EDT, but in the winter, its 0500 EST.
And then there are what I call "marketing reset" times, and those are always 1000 US-Eastern, which means that in the summer, it's 1400 UTC, but in the winter, it's 1500 UTC.
Anything related to the crown store (event tickets or event-related items) follow the "marketing reset" time.
If they had just stuck to the usual Monday maintenance we could have had the last 4 hours of the event and 39 tickets. I am not desperate for tickets all 3 of my accounts got everything, but a lot of people were giving newer or more gullible players false information about being able to to get that last lot of tickets on PC-NA. No matter how many times they were told the server would be down, probably for the full 4 hrs after reset, they just refused to believe us.

People are not gullible if they believe the game will provide them what is advertised - the chance to obtain 39 tickets.
ZoS promoted it as having the chance ("COULD collect a whopping 39 tickets") and that chance should have been there, regardless.

With the maintenance July 8, 4:00AM EDT (8:00 UTC) - 10:00AM EDT (14:00 UTC), the last day of the event, which is July 8, 6:00AM EDT (10:00 UTC) - 10:00AM EDT (14:00 UTC) becomes completely unavailable. Even if the maintenance ends earlier, no one can reliably plan for that.
This is a little beyond ridiculous given that this same problem has happened before, had to be dealt with before, and should have never happened before with *PLANNED* maintenances.

No extension is planned. We have made note of this update and how it impacted players during the event for the team to consider next time around.
