Agree, Alk'ir dolmen runs is an nice place to test settings as its lots of stuff going off.Could you also post your specs and maybe a screenshot of your ESO graphic settings? That would allow players to help you out more.
Looking at the video, all I can say is your ESO graphics settings are much much too high. Players often set these under low load(town/overland), instead of testing them under full load and then adjusting them accordingly.
Edit: Standard things to turn down for FPS gains: Lower view distance, fewer particle effects, fewer ally additional effects.
Your CPU and GPU are really old, considering a new pc might be a real option. Your computer also can't run windows 11, while windows 10 will have it's end of life in a few months. This is worth looking into. Actually, cleaning out a PC and reapplying new thermal paste to the CPU, especially in a computer this old, can help a bunch!You could look into heat and maybe repaste, but with your hardware this would gain you maybe 2-3 FPS tops, maybe 5 if you are extremely lucky. To me that does not seem worth the effort.

I genuinely do think you can still push at least 30fps with Subsampling Quality set to high if you trim down your addons even further and find some alternatives to the ones you're using already.After taking off a few addons and, most importantly, decreasing subsampling quality, my dps is now through the roof, with a staggering 30 fps during bossfights !

I've always had bad fps in trials but, since subclassing dropped, I've noticed that my fps was getting lower than ever before. I guess that's because of the increase in damage, though I don't see how that would affect the client.

That said, depending on which resolution you are running ESO in(full hd or lower/not 4k), your CPU should still be alright in running ESO. With your CPU you would get a fps dip here and there, but it should still run ESO ok-ish. ESO is quite the heavy game for hardware, so you may also consider only upgrading your GPU, if you have the room in your casing and your PSU can handle it. Same as above, atleast an RTX 30 series or amd equivalent.

Uhm... the clutter alone from all the add-ons is undoubtable going to be part if not the whole problem.
All the add-ons trifecta groups require are just insane to me. When my other half is playing trials and I go in and watch them it's just crazy to see all the things on the screen. Legit don't see how that is fun but to each their own.
TLDR - remove some add-ons and see if things improve.
A few years ago Alcast had an article on their website on how to increase performance in ESO, including FPS, it was pretty easy and straightforward to follow, and I'm sure most of the tips will still be relevant, so maybe you could check it out.

Windows 10 will still be well supported after October either by buying a year's extension for security updates from MS (recently announced as available to home users for $30 for one year only) or by buying a subscription for 0patch (from memory when I had it for Windows 7 it was about £24 per year). While upgrading to Windows 11 may be to some people's taste, it isn't for everyone and unlike previous Windows upgrades many users won't even have the option because of their machine specs, and there are perfectly viable ways of keeping Windows 10 safe and fully operational for some time to come, and certainly until a new machine can be afforded.

i build gaming PCs for living and would never put an Intel CPU in any of my builds unless a customer requests it. Intel has lost the edge over AMD in gaming long time ago. nowadays AMD CPUs pretty much kick Intel into the dirt. so yeah, welcome to the "dark side" you'll like it here
to OP - as some people have mentioned it above it is time for an upgrade.
see that GTX 1070 graphics card? its about 10 years old
so my advice is to turn your pc off.. remove it. throw it in the bin, or sell it on ebay
go to amazon buy a 4070ti or similar, install it and try again#
and probably buy yourself a new CPU, Memory and PSU with it because chances are if your GPU is that old, the rest of it is as well.
you could remove all that stuff on screen, and you might get it to an "OK" level - but you're certainly not going to get "good" performance with that spec PC .
