"To Rawl'kha" not appearing

I finished the quest before it, but instead of being sent to Rawl'kha, Kazirra just tells me that I will find adventure somewhere other than Arenthia (I can't remember exactly what she said, but that's pretty much it). I've been stuck looking around for random quests in hopes of getting back on track, but so far it feels like I have somehow locked myself out of completing the main quest.

Do you have quest "first step"? If you do, you can either go with it, or abandon it.

Bump, since this is really bugging me. Does it make a difference that there are still a few npc's fighting Highland Soldiers in town even after the quest was completed?

I played this through last night on my first character to reach these levels, I think there was still some skirmishing going on.

I did notice the hologram projection things were now not working, until that final step they were still showing the 'traitor', if you know what I mean.

Yeah. They are "turned off" as it were, but there is still a little fighting going on. When I talk to Kazirra, she says "The people of Arenthia owe you a great debt, traveler. You will always be welcome within the walls of our city. But your tale does not end here, I think." No further quests given, no pointing me in any sort of direction, no nothing.

I'm stuck with bugged quest First Steps. What I recall is she should send you to Rawl'kha. Go there and see if there is a Khajit outside the temple with a quest to give you.

Unfortunately Kauzanabi-jo in the temple has the quest marker over her head but she won't talk to me. Bug report filed.

There is no time stamp on these posts, but from the time I made that first post to this one I kept questing around Reapers March and would check every now and then. She finally spoke to me, took a few hours for the quest to update and work.

Correction, mousing over the date it shows the time

so about 2.5 hours.

I actually solved it myself. My information was incorrect in that "To Rawl'Kha" is actually named something else, and I had to complete an entirely different quest to get it.
