There are 38 pursuits and 25 are required for the grand reward, so 13 pursuits can be skipped. That's approximately 1/3 of them (38 / 3 = 12.67), so there's quite a bit of leeway as to which pursuits we want to pursue and which we'd rather skip. Of course, we could also go for all 38, for completionism, but we have the option to skip 1/3 according to our preferences.
It looks like all of the dungeons are ones which can be easily soloed on Normal by a lot of players, although I'm sure a lot of players might want to group so they can be completed more quickly, hence it will hopefully be easy for players who can't do them solo to find at least one other player to run them with.

It can be completed without running the battleground, ToT, group dungeon, and Aetherian Archive tasks, but you must complete everything else, and that includes signing in for at least 15 days during the event.
That's my completion route - I'm at 23/25, because I have another 13 days to go. I'll hit 24/25 in 3 days, then complete it after another 10 pass. I'm not a PUGger, and my work schedule doesn't allow me to participate very often with my guild in dungeons & trials, so I'm typically resigned to solo-only play in short sessions. I don't solo group dungeons often because I'm an older player and boss fights can be hard on my hands.
I'm just glad that this Golden Pursuit has a solo-only completion. Recently, at least one of them didn't have a solo-only completion that didn't require group or PvP play, and I'll be damned if I step into any of those new "battlegrounds."

I(t could be improved by ditching one of the three PvP item (Or indeed all of the 3 PvP items) and replacing it with some combination of Dark Sacraments or Heists. (And some thing out of Do X daily Endevours, find X Wayshrines, or find X Points of Interest if you are going to be optimally PvP free.)
PvP both Battlegrounds and Tales of Tribute should be separate games.
With only 3 of the 30 or so pursuits being that way, I'm Inclined to disagree. Even a couple more for PvP players would not change that.
If we could do the Cyrodill and Imperial city quests and thus the Mayhem event and the PvP GPs, without entering PvP zones I might agree.
But we can't and we keep getting those because otherwise PvP wouldn't have the metrics to justify keeping them going. PvP should be hived off into a separate game so it doesn't hog the ability design space despite being a minority item that isn't important enough to be a paid expansion.

One thing I found disappointing was that you couldn't double up on the pursuits for killing enemies in Auridon and doing BC1, which should overlap but don't. There are other pursuits which double up (complete 5/15 quests etc), so this should be one too.
The rewards are great!
My complaint is with the type of activity do 3x delve bosses in X zone, simply because there is only one boss per delve and they have a long spawn time. So, every time I go in a delve, no matter the hour of the day, there are already a few people waiting for the boss to respawn.
Who designs these tasks? I have no issue with doing specific dungeons 3 times, because that's something measurable, you have some control over the in and out, but with delves is just not fun to wait for the bosses to respawn.
The delve/dungeon bosses are a pain. Even in Obsidian Scar, which has quite a few bosses, I had to wander forever to find any that were still alive.
