Please disable the criminal act part of Vampire and especially Werewolf abilities while dueling, too. Not enough people duel in Fargrave where it's legal to use criminal act skills.

For some reason tho people and Daedra in Fargrave still won't talk to "monstrous Vampires"? It seems like an oversight.
I'd love Plaza of the Portals to be THE public dueling spot but how could players be encouraged to go there? We need shrines there at least. Undaunted AND Battlegrounds Master and it might be the most happening town of all.
PS: and yes the planter in the middle of the Plaza would need to go

ZOS did add a place that was designed to be the "duelling center" of everything. Hammerdeath Arena. It was opened in U12 along with duelling because it was intended for that to be the place.
Of course, there are no nearby wayshrines so nobody uses it, but that was literally the point of it. ZOS could add a wayshrine there so people use it for its intended purpose (and get out of effects spam in towns too)
The best thing - which I'm still not sure why it hasn't been implemented yet - would be queueable ranked duelling. That way you don't have to sit at a wayshrine hoping someone comes by who wants to duel, you can just queue up and get into a quick match. Add a leaderboard and rewards and done. Heck, they have all of that for Tribute, and not duelling?

There's a gladiator arena in Reaper's March too, Thizzrini Arena, I wonder if there's one in EP Lands.
Don't know if it was added in 16 too, Rawl'kha was THE town back then.

Lorewise, NPCs use them in towns. The mage's guild for example. Some soldiers on the battlefields do as well. So that wouldn't make sense.
Gameplay wise, it would be unfair because unlike necromancers, sorcerer pets are up permanent and thus passively on. So, someone could go afk after a dungeon and find stuff they stole missing and themselves dead despite not actively using the skill.

I would be ok with this if ZoS had actually built more upon the Justice System, with more mechanics and incentives for being a law breaker, and outlawing Necromancy was just another small detail to a bigger system, but that is not the case. There is not much depth to the Justice system and this just gets really annoying when you just wanna duel with people and participate with the community in towns.

there are almost a dozen shrines in every zone you can use a respawns apart from the ones in the middle of the cities.

The mages' guild is secured and contained and not out in town in the open and likely would get special permission, and battlefields are also not the same as just hanging out in town by the bank.
Most of the cultures in Tamriel are VERY anti-daedra, so it would make sense that they'd not be allowed out in the open. Perhaps just a fine rather than guard aggro as with necromancy or vampire mist form, but still not allowed. Or even just have the guards kill the pets and leave you alone or something.
