No they weren't. According to the lore that was established long before ESO launched, the last dragons were offered protection by Tiber Septim, who wasn't even born until hundreds of years after the time of ESO.Dragons were "extinct" until ESO bought them back lol.
Their numbers dwindled as they were gradually hunted into extinction. Again, this was established lore long before ESO launched.(tho what's the excuse for Dragons, what explains that they're all "dead" again by the time Skyrim happens?).

No, they did not just disappear, that's the dwemer. The Lilmothiit were few in numbers and various mentions suggest they were ever declining and a rare sight, then came the Knahaten Flu, which like other non-argonian races in Black Marsh, killed most that were left.
For starters, as someone else pointed out, they aren't extinct. They just disappeared. That's not the same.
Secondly, think of the new quests they could populate Black Marsh with - you have the Lilmothiit that want to rejoin the mainland, and those who want to stay fortified and forget the rest of the world - a trope that is played out elsewhere in Tamriel and in many other genres (and it works!).
Wherever the Khajiit are found in numbers, these interlopers can be viewed with suspicion and fear - another trope, one that also works well.
The point is that it can drive a large number of quests with the new dimension and the new quest interaction system can build on it. Also gives new foes too.

Elder Scrolls has stuck with 10 races since 2002, when they added Orcs and Imperials (and it's not like those races didn't exist in Arena and Daggerfall, they just weren't playable). As such, and new race really needs a better reason than "it would be fun!" to be added, especially one that hasn't been seen outside of obscure lore in the entire series so far.
If another race was incoming, the only reasonable choice would be the Maormer. They're pretty ubiquitous in Tamriel at this time, and they have a lot of their own lore already build up.

I mean... since ESO didn't even bring playable minotaurs as a race, but they brought a costume, I'm pretty sure that Lilmothiit/Lilmoth could be a costume at some point too.
New races... we're talking since over 7 years about this, but ESO hasn't brought anything, not even the Maormer, which would have made a lot of sense, so I don't believe that after more than 10 years, something like that would drop any time soon.
