    No they weren't. According to the lore that was established long before ESO launched, the last dragons were offered protection by Tiber Septim, who wasn't even born until hundreds of years after the time of ESO.

    Only ONE dragon was offered protection, a red dragon actually that we get to meet in ESO even funnily enough... This Red Dragon gets slain by Cyrus later on.

    There's only one whose name we know (Nafaalilargus), but he's not the only dragon Tiber Septim offered protection to.
    From the in-game book "There Be Dragons" (emphasis added by me):
    The last known sighting of a dragon in Tamriel was in the time of Tiber Septim. He made a pact with the few remaining dragons, swearing to protect them if they would serve him. Despite his promise, dragons were still hunted and slain. It's not clear if the last ones fled Tamriel or if they were exterminated.
    I don't know of any sources that say whether any other dragons actually agreed to serve Tiber Septim or if it was just Nafaalilargus who became his vassal, but it's established that he made the offer to all the dragons who were still alive at the time, and since dragons were still hunted and killed for some time after that, there must have been more than just 1 or 2 of them (not counting Paarthurnax hidden away at the Throat of the World). So there were probably at least half a dozen dragons who Tiber Septim made the offer to.

    They're extinct.

    Your entire thing is based on hypotheticals. "They could have gone to this island so they might have been able to survive." And that doesn't discount the fact that if they were playable, then players would be able to leave the island... which then defeats that whole purpose.

    Elder Scrolls has stuck with 10 races since 2002, when they added Orcs and Imperials (and it's not like those races didn't exist in Arena and Daggerfall, they just weren't playable). As such, and new race really needs a better reason than "it would be fun!" to be added, especially one that hasn't been seen outside of obscure lore in the entire series so far.

    If another race was incoming, the only reasonable choice would be the Maormer. They're pretty ubiquitous in Tamriel at this time, and they have a lot of their own lore already build up.

    Dragons were "Extinct"...... until they were "in your own homeland, what are you going to do"? and then that event where they were literally in every starter zone circling.

    Content makes the precedent and the new timeline... We "Stopped the plane meld" yet Molag Bal still keeps dropping anchors like Popeye on a speed run.

    Clockwork City was a lost mythical thing of legend until we are suddenly going in to do dailies and guild shopping.

    As other people mentioned, Dragons were never said to be extinct in the second era, just in hiding and driven out of Skyrim. Tiber Septim uses dragons at the end of 2e/start of 3e.
