Vampire/Werewolf skill lines could become true subclasses in the future

I know Werewolves are in a better place than Vamps, but both skill lines could be changed to become more "traditional" skill lines. They can be balanced around the assumption that they are one of your 3 main skill lines instead of a skill line everyone gets access to. I'm surprised I haven't seen anyone mention this yet so I thought I'd through it out there. I hope this is what Zenimax plans to do after the original class skill lines are balanced.

This sounds like a good idea but the execution definitely needs to be fleshed out a bit. Werewolves are already severely underpowered due to the forced one bar set up and the loss of weapon passives and one of their morphs being bugged for years

Werewolf should always require you to transform to use its skills and passives. It would make no sense to be able to use Werewolf skills outside of Werewolf form — otherwise why transform at all? People would take Werewolf for the passives and go back to using the meta skills from Subclassing or otherwise.

Let werewolves keep their unique skills. If you want to use Werewolf skills, you must give up all other active/ultimate skills during the transformation. Werewolf has the most identity in that regard — with Subclassing, it's now Werewolf vs everyone else, since no other skills are mutually exclusive anymore.

I agree, I'd want Werewolf to still have the same unique flavor it currently has. Werewolf skills can only be used in Werewolf form, and other skills can't be used while in Werewolf form. But by being a skill line you have to slot to benefit from I could see Werewolf getting some buffs. If it wouldn't be too OP, I'd like to see Werewolf get the ability to gain Ult while in Werewolf form.
