If they don't add sets for new dungeons, trials and overland that significantly cuts down on the reasons to take part in that content

I bet if they put a chance at a pet monkey at the end of a dungeon you'd never get people out of it.
Add a hundred different hat combinations on the monkey...that dungeon would break records for participation.
Sets are guaranteed.
"A chance at" is the worst possible game design ever. Gambling with extra steps. A chance of getting something should never be the primary reason to play something.

And yet, visit FFXIV and people do exactly that for their 'chance' to get a mount... and have for years. Diablo IV is all about a 'chance' to get a rare piece of gear- and that is why people run those bosses over and over and over again, hundreds of times.

Of course forum users will skew more heavily towards those of us who do care about it, but there are still many of us here who would rather build something that simply feels fun and/or has RP value than something that performs X% better against a static target dummy.
My favourite build these days is a Warden tank with all attribute points stacked into health, using the Frozen Watcher and Turning Tide sets with a sword and shield. I apply puncture, hit gripping shards, then hold down block while everything around me freezes to death with my bear chewing on their backsides. If something is crazy enough to attack me, Turning Tide lets me bash them into an early grave. They're both sets that have damage scaling with max health, and I'd love to see more of those. I enjoy soloing world bosses with this build.
Not everyone is choosing sets that perform best in end game trial situations. There's a place for that of course. But there's also a place for RP fun and creativity.

Once you amass five widgets, you can activate them to summon a beam of fire that last for twelve seconds. Any foes caught within the beam suffer xx fire damage.'
I'm being only a little sarcastic with that example but, seriously, my eyes glaze over if the five piece bonus is not pure goodness that can be expressed in one simple sentence. I reject such convoluted sets in favor of a five piece bonus that says something like, "Provides 450 weapon and spell damage."
Honestly, Spell Power Cure is the most complex set I will use, with the five piece bonus of 'When you overheal yourself or an ally, you give the target Major Courage for 5 seconds which increases their Weapon and Spell Damage by 430.'
It would be fun if they could add sets/mythics that are not only for combat.
- Extra xp, gold etc
- More mats when farming nodes
- All loot drops in 2
- Mythic/Set that can only be used in IA, Arenas, Dungeon that gives you a special buff.
List can go on

They add new sets to the game often, which is great, but why?
There are so many sets in this game that are not useful in end game content, then add on top of that sets are added with each update and when I read what they do it's like OK, that's cool, but why not just use "x"?
Take the new sets from the fallen banners for example, are any of them actually replacing what you are running now? If so, let me know.
It just seems to me, that sets are added to the game with no real reason or direction.
