Buffing PVE Skills

(This thread assumes that ZOS is willing to take a more proactive role in balancing PVE and PVP separately. I know the Vengeance campaign is just a test, but it is evidence of a greater willingness to separately balance PVE and PVP skills.)

What skills could use a buff in PVE? Let's pretend for a moment that we don't have to worry about PVP balance.

I vote for Mages' Fury. It's supposed to be an execute, but I never use it in PVE. It's a shame, because the visual effect is really neat and it plays into the lightning mage power fantasy.

I hope we continue to have the same skills across PvE and PvP. I'd rather not propose buffs for skills in a PvE context if I couldn't benefit from them in a PvP context as well.

Ohhh my friend, use it, use it a lot. I LOVE Mages Fury. Pop it on a target, hit them with something that hits hard like the first inscription skill you get (I forget the name) and watch mobs drop.

I think Mages fury is one of the coolest skills in game.

I'm of the exact opposite mind on this. PVE and PVP should be balanced completely separately because they are entirely different forms of play with different requirements for success. For example heals are very important in end game trials content yet they've received many nerfs over the years specifically due to heal stacking complaints from PVP players. Since PVE and PVP are currently balanced the same it's a zero sum game. If skills were balanced separately both sets of players could have the experience they desire without the other side receiving a dagger in the ribs so they other can get a desired change.

How would you balance the skills separately without making a separate version of those skills, the way Vengeance made PvP-balanced versions of Class skills? I was under the impression that most hardcore PvP players hated Vengeance skills.

Why not just utilize Battle Spirit and also make certain abilities/sets function differently, depending on whether the target is a player or an NPC, the way Negate or Azureblight function differently depending on the type of target? In a way, this game already does balance PvE and PvP separately.

I hope that PvP and PvE will be balanced separately in the future as well. I think that some classes in particular would be better off in that case, like the Warden.

As for skills that could use a buff and/or an adjustment, Mage's Fury is definitely one of them in my opinion. Some other skills would be:
    • The Necromancer's Skeletal Mage
    • The Sorcerer's Lightning Flood
    • The Nightblade's Twisting Path
    • The Warden's Cutting Dive
    • The Warden's Arctic Blast (the conditional requirement for the heal could be removed at least)
