What skills could use a buff in PVE? Let's pretend for a moment that we don't have to worry about PVP balance.
I vote for Mages' Fury. It's supposed to be an execute, but I never use it in PVE. It's a shame, because the visual effect is really neat and it plays into the lightning mage power fantasy.

I'm of the exact opposite mind on this. PVE and PVP should be balanced completely separately because they are entirely different forms of play with different requirements for success. For example heals are very important in end game trials content yet they've received many nerfs over the years specifically due to heal stacking complaints from PVP players. Since PVE and PVP are currently balanced the same it's a zero sum game. If skills were balanced separately both sets of players could have the experience they desire without the other side receiving a dagger in the ribs so they other can get a desired change.
