I don't understand the "we'd have people running around shirtless!" complaints.
We already have the Sandalwear costume and Wood Elf 1 medium, which are barely a step above that.
Even people going pantsless doesn't feel like a real problem, to me. ESO's graphics are only slightly better than a cartoon, and plenty of cartoon characters run around without pants. If someone wants to Donald Duck a veteran dungeon, so what?
