This would just push everyone back to running vamp again. With the undeath nerf, there are actual pros and cons for running vampire now. Take away the health recovery debuff, and we're back to square one.

In what possible use-case? That seems way more like an RP food choice than a min/maxed one.
You're in PvP you go Sugar Skulls if you want max stats (and health regen for whatever reason since it's giga-nerfed there).
You're in PvE you go Pickled if you want max stats as a magDPS.
Really struggling to find a reason why anyone would take Mara over those options.

Reduce the penalties would be good and on-brand. It's also in the spirit of the werewolf Bone Broth that provides a (modest) unique benefit to that subclass.

Pack Leader's Bone Broth only gives a slight cost reduction to the transformation ability — once you transform, there's no further benefit. Corrupting Bloody Mara is similar in that the unique benefit is also a one-time use.
Both drinks are typically used only for their one-time benefit and then immediately replaced with a different food or drink buff.
