I really hope they have done something about this meta. Masters dual wield, Vateshran, Relequen, Dragons appetite, Jeralls, maarselok.
So they did. All those builds were nerfed, replaced by different proc builds. Ranged stealth burst proc stacking.

Tarnished is infinitely worse than anything MDW ever did. Careful what you wish for.

They nerfed only master dw, the rest of the sets wasn’t touched but somehow still vanished, seems like it doesn‘t work without master dw.
(Ranged stealth) burst proc stacking is just another sort of proc sets, they can oneshot you from stealth but in a 1v1/gvg/Xv1 where you know the players are there and can block they are not that strong unlike proc dots that are unblockable, undodgeable and deal more dmg than you can outheal(you run out of sustain or die while casting heals). I rather duell anthelmir+tarnished nb than mdw sorc/arc.

Allowing proc sets to take over was always a mistake. Your damage should not come from a set, it should come from the abilities you actively use. It lowers the skill ceiling drastically and allows mediocre players to excel in a setting where they honestly shouldn't.

Evidently ZOS is pleased as punch with the current PVP meta because they have made no effort to change it. Of course, that is predicated on the assumption that they know players are unhappy with things. Sure, ZOS could do a lot of things to improve the PVP experience in Cyrodiil such as preventing heal stacking, reducing proc set damage, rebalancing shield strengths, etc. They refuse to do so despite a mountain of complaints from players. I do not know the exact reason why they will not address these issues. I'm guessing they are afraid to touch anything that might disturb the balance of the holy trinity in dungeons and trials for the PVE crowd. Effectively, PVE > PVP and we just need to deal with it.
