How do you think ZOS could keep enemy teams from working together?

The only possible way to not have a faction getting teamed on would be to get better population balance, but enforcing that would be rather difficult. Maybe if it was a 1v1 faction war instead of 1v1v1

the issue is more one of map design and population imbalance during non-primetime hours.
Firstly since the outpost and bridge/milegate change the map is no longer proportionate.
Secondly the primetime map gameplay makes basically 0 impact on the overall score due to the rampant overpopulation of certain factions and 'nightcapping'.

They should not. If one faction has emp, the other two SHOULD work together to dethrone.

Make it a 2 faction game. Problem solved. Would probably solve night capping too. And 7 day campaign for GH.

^ Yeah make it ADC. In the quest line for High Isles (my favorite quest line of all times), it suggests that AD and DC might combine. High King Emeric was extremely flirty with AD Queen Ayreen. Just let Queen Maraya die from a new virus and there you have it. This would be an interesting move. Combine ADC, get rid of outposts (except ones in the circle), towns and resource towers. This would be a nice change. AND balance the factions at que times. This would actually get players into the other campaigns while waiting.

It is legitimate in warfare and the ToS for two enemy groups to work together and help each other reach their goals. There is nothing wrong with it or communicating via voice chat.

The only real issue OP brings up is the alleged glitching of the hammer. However, OP says there is proof, and they have been reported. If the proof is legitimate and accuracy shows they are exploiting, then Zenimax will take action. Ofc, what some may have said is proof may not really be proof.
