Rune focus morph glitched or correct?

I'm a level 48 templar with 1800 magicka, I went to morph rune focus into channeled focus and noticed that the morph effect is recover 4 magicka every .5 seconds. Is it glitched or is that supposed to be the actual value?

Searching for answer on this, not finding a definite response from ZOS. Has anyone else come across an official response yet?
This has to be a bug, it makes NO sense to morph this if we are spending more mana then we get back, what's the point? It was supposed to be a way for Templars to regain magicka back and those around them.
Why do Sorcs get an ability to burn stamina for magicka regain (which works incredibly well!) and not give Templars something similar? It's like ZOS telling us that we can play any way we want, but then giving Sorc's a 1 UP on every other class for mana recharge.
Lots of videos on this in use for Sorcs, its ridiculous how much magicka they get back and how easy it is to regain stamina afterwards.Edited by e.gamemarkb14_ESO on May 11, 2014 11:41AM0
