I just tested using a skill point on it on the new character, and can still take back that skill point through armory station or through using a shrine of Stendarr.
However, on the old character, pre-Gold Road, this behavior is not observed.

My guess is that this bug came from whatever was copied between Styled skills, and the check to make sure to not have the style active when the skill is not invested in or unlocked yet.

As in, the old behavior still exists in the game, but for new characters they are left at a disadvantage due to losing out on what would otherwise be a free skill, which had been the behavior for many years.

How do we elevate a ticket/bug report such that the developers can look into getting this patched, retroactively, in a future interval? I submitted an in-game feedback/bug report, but could not re-open/add addenda to it for more information. 240607-006346. Should I open a new ticket @ZOS_Kevin ?

I have a character who seemingly "lost" a skill point after a respec, and I couldn't figure out why. Now that I've seen this thread, it makes sense.
