At which point all the PvEers who didn't want to PvP in the first place will simply forget about Cyrodiil quests, just as they do now.

There's a reason why ZoS dropped the restrictions on getting into IC - that idea was abandoned, and you're asking for essentially the same for quest access to Cyrodiil.

You simply cannot make people PvP if they don't want to - and if the whole of Tamriel became open map PvP then people would leave in droves.

If I'm doing stuff then I don't want to have to stop to fight you just because you want me to.
