If you can make a spammable, DoT, or stun with Major Resolve, then classes with weaker Major Resolve skills could drop their class skill for a stronger skill.
everyone has access to their own, but nobody has that slotted for group pve content (except tanks obviously)
I'm not sure the others in this thread understood what your question was lol. Most DDs are not running a major resolve skill in an organized raid except in certain circumstances and if the warden healer is reliable with cloak, tanks can even drop their personal resolve skill for more utility or healing. Obviously in pug groups, the rules are different and every class does have access to their own personal resolve.

You can't give group-wide major resolve with any of the new skills - with wield soul with the damage shield or healing focus scripts, you can give resolve to yourself OR an ally (for 10 seconds lol) and you can get personal resolve with wield soul with any of the other focus scripts or the sword and board skill. So obviously, those are not very useful and I don't see them being used. Warden healers/tanks will be part of most comps in organized raids because of this and minor toughness which has no other source besides a useless overland set that only gives it to the wearer.
I'm hopeful they'll add more utility to the new scribing skills as they add them to the game in future patches to add more versatility to the game and fix a lot of the meta pigeonholing they've established.

There's the necro skill heal morph that grants resistances equal to half the heal to the target. Still single target but the resistance is not from a named buff, so it can be higher than AND stack with both resolve buffs.
You can make essence of health potions with bugloss+mountain flower+mudcrab chitin. You get immediate health restored and Major Fortitude, 5260 spell resistance, and 5260 physical resistance for 47+ seconds. Again the resistances are not from a buff, and are the older base value of Major Resolve. But that also means it can stack on top of both resolves, if not just replace a skill/gear piece. It also runs a full potion cooldown duration so you can have resolve equivalent resistances and increased health recovery up all the time from simply sustaining pots. As for groupwide utility, you could simply make them and destribute them out before engaging into combat. No, its not a preferable method of organizing a raid, but at least it is supplying the group with utility and health that doesn't occupy bar space or gear slot, has the longest duration at base before enchants, and stacks. Oakensoul builds will benefit as well rather than be a sinkhole for healers. So if 100% efficiency really makes your healers' day this is one way to ward off any sense of uselessness.

No one misunderstood, but organized raids are a fraction of the content in this game.
Being able to put Major Resolve on a DoT or Spammable is huge for PvP. It means you don't necessarily need a warden healer in a group, and have extra bar space when running solo.
