Sure, BUT only if it is done in the same style as Helldivers 2 battle pass (warbomds)

-passes never expire
-you get a wide selection of items per tier
-you don't need to get every item in a tier of the pass to unlock the next tier one
If they are NOT implemented like that, then it's a hard no

The problem is the seasonality of the battle passes too. ESO already employs an absurd amount of FOMO and battle passes capitalize on that. I personally would preferred the age old subscription model, but I know lots of people are against that as well.
It’s kinda a pick your poison situation. It’s a live service game, but people don’t want monetization. Monetization is absolutely necessary to keep the lights on and keep things rockin and rollin, but the extent to which ESO does it is more than any other western MMO. I think in a perfect world, a buy to play base game that’s very cheap with a subscription model and paid dlc is fine. But we also get an extensive loot crate and cosmetic shop system, which completely removes reward structure and vertical progression.
All of this to say, let’s not add to the already big problem the game has
