Discrepancy with Ansuul's Torment

I am working on getting this for a couple of character builds I am planning on, and with all but one of my characters, it shows exactly what the numbers listed, etc are supposed to show, in the tooltip. However, when I look at the set from my Arcanist, I get a totally different percentage for damage, and the damage boost with blocking ... I have a screenshot attached, here, to show you what I am seeing, but instead of the 7% listed, I am getting a tooltip that shows 12%
Is there a reason for this?

I thought so, at first, but my others are a mix of 20's, 30's, and champion 1800's
I am going to continue watching - did send in a bug report on it, as well.

I'd like to thank you, it appears you were right, it is scaling - one of my 30's is 8% and the level 17 is 10% .... I had looked at my level 46, and other champions.
So, it is a scaling issue -- ok, still an idea for a set... and back to theory crafting
