Yep that's about right. I'm personally finding that I'm slightly lower than I want to be, but I'm probably missing something simple. Definately not overlevelled, but I'm not doing PVP at the minute, maybe that's the difference.I find it works out about right for me, I take things slow and my highest character at the moment is level 20, but she finished the first zone just having hit level 17 and having done everything (all quests, cleared all dungeons and open world bosses) in the first main zone, which is about right isn't it?

Half my quests are already trivial and I tend to outlevel most enemies by at least 4 levels. I don't do PvP nor run dungeons all day for exp, all I do is quests - I'm a completionist, plus I actually feel bad for all those help-needing pixel-figures on my screen so I try to never miss a quest. I have all those fancy skyshards/quests/locales achievements from every zone I've been to and all.
. . . now I seriously wish . . . I had a "turn exp off" button. Really, it's like I'm being punished for doing *everything* - once I indeed do everything, I outlevel the zone and half the next one, too. And it makes it that much less challenging and that much more boring.
. . . And if anyone's wondering, I'm lvl 41, so no, it's not the problem of first 10-20 levels or whatever.
Does anyone else feel that way?
Yep, my problems exactly. This is really frustrating! I would love an option under gameplay settings for slow leveling, or turning off leveling.I hope someday something will be done about it - running around so overleveled makes no challenge and also is boring.The proposed option to turn XP gaining off would be very nice. Maybe we could get scaled our level down in a PvE locations just like we scales up in Cyrodiil. BTW it is very Elder-Scrolls-like solution as mobs were always scaled to players level in single player TES. So where is the harm if low leveled non-vet locations will be more populated thanks to highleveled players attracted by the challenges of the quests which weren't completed before
Since the very first Stros M'kai location I am so overleveled as I like to explore everything and my level is always ahead of schedule. For now I have completed only a half of Stormhaven quests (30) and I am on the brink of getting too overleveled for the next location - Rivenspire. I think I will have to just pass it to have any challenge at all. And yes - if you will add some PvP or Dungeon runs - it will make situation even worse
Doing every single quest/discovery/etc. in every DC zone from level 1 up to and including Rivenspire, i was constantly overleveled for the content i was playing, sometimes so badly mobs stopped dropping items.
So after Rivenspire, i decided to completely skip the next zone (Alik'r) and went directly to Bangkorai. That made the game somewhat more challenging.

When I got to cold harbour I was like 42-43? Then all I did was grind till I hit 49, did the main quest got to VR1 at 49 then did a couple of quests and hit VR1.
After VR1 you progress INCREDIBLY SLOW. I try to do every single thing in the zone before moving on. Sometimes I have to dedicate a whole day or two to PvP to level up and then move on to the next zone so I'm not under-leveled.
I'm VR4 now and I can already tell that by the time I finish the remaining quests in the zone, I'll have to go PVP again.
I don't mind PvP, it's actually quite fun aside from the sorc spamming.. but I feel like leveling is just some drag now. My desire to play has decreased substantially and the only thing that keeps me playing is a chance at craiglorn.
Honestly I think they should have added adventure zones in the lower levels to keep us occupied.
