I find it works out about right for me, I take things slow and my highest character at the moment is level 20, but she finished the first zone just having hit level 17 and having done everything (all quests, cleared all dungeons and open world bosses) in the first main zone, which is about right isn't it?
Yep that's about right. I'm personally finding that I'm slightly lower than I want to be, but I'm probably missing something simple. Definately not overlevelled, but I'm not doing PVP at the minute, maybe that's the difference.

I found with one of my Nightblades I was underlevelled, I think because of the lack of any effective CC I was sneaking around grouped mobs in quest areas rather than taking them on.

I find leveling for my dragonknight to be very slow. I started playing ESO early April and ever since I have only become XP lvl. 22. I guess school gets in the way since I am in 8th grade.

I hope someday something will be done about it - running around so overleveled makes no challenge and also is boring. The proposed option to turn XP gaining off would be very nice. May be we could get scaled our level down in a PvE locations just like we scales up in Cyrodiil. BTW it is very Elder-Scrolls-like solution as mobs were always scaled to players level in single player TES. So where is the harm if low leveled non-vet locations will be more populated thanks to highleveled players attracted by the challenges of the quests which weren't completed before

Since the very first Stros M'kai location I am so overleveled as I like to explore everything and my level is always ahead of schedule. For now I have completed only a half of Stormhaven quests (30) and I am on the brink of getting too overleveled for the next location - Rivenspire. I think I will have to just pass it to have any challenge at all. And yes - if you will add some PvP or Dungeon runs - it will make situation even worse

Half my quests are already trivial and I tend to outlevel most enemies by at least 4 levels. I don't do PvP nor run dungeons all day for exp, all I do is quests - I'm a completionist, plus I actually feel bad for all those help-needing pixel-figures on my screen so I try to never miss a quest. I have all those fancy skyshards/quests/locales achievements from every zone I've been to and all.

. . . now I seriously wish . . . I had a "turn exp off" button. Really, it's like I'm being punished for doing *everything* - once I indeed do everything, I outlevel the zone and half the next one, too. And it makes it that much less challenging and that much more boring.

. . . And if anyone's wondering, I'm lvl 41, so no, it's not the problem of first 10-20 levels or whatever.
Does anyone else feel that way?

I know this thread is very old, but I'm having this same exact problem now more than ever! I think xp gain has been speeded up in the last couple of months. It's ridiculous! I really do feel like I'm being punished for actually playing through all the quests!

On my latest character by the time I'd finished all of Stross M'kai, Betnikh, and the quests within Daggerfall City itself the next part of the main quest was green-level, when I'd finished Aldcroft and Glenumbra Moors the Camlorn quest was now WHITE for me - I got no loot and my quest reward was even a white item. Talk about disappointing. By the time I got to killing the big bad boss Angoff the battle was little more than swatting flies. Really Disappointing!

Since then I have ONLY done the MAIN quests for each zone (no little extra quests on the way to the main locations) and a single run of each dungeon so that I can get the 'Master Explorer' achievements. I have actively avoided combat whenever possible (boooring). And now in Rivenspire (with just one stage of that questline left) I've just barely kept at the correct level for the main quests, but honestly this is making the game much less fun. I WANT to run off and have fun slaughtering bandits or trolls I see along the roadside, I WANT to do all the little quests for those NPCs that keep running at me out of the woods or calling for my assistance. But if I do that, then I don't get the quality quest rewards, and I stop getting any loot when I'm less than half-way done with a zone. Skipping all that content is making me feel less connected to the game in the role-playing sense, and less patriotic for my alliance because I haven't gotten to know the towns, people or landscape very well. :( My character has had less of a journey. And I hardly dare to do anything in Cyrodil anyway when I can't even do everything in the PVE zones. I feel like I'm being forced to rush through things if I want to stay at a matched level.

I understand not everyone likes to do all the quests, but that's what the xp-gain potions or rings are for. It shouldn't be the case that the game itself discourages you from doing them.

Playing Over-Leveled means no loot. No loot means nothing to deconstruct to advance my crafting, less gold to buy a horse or bag-upgrades or repair armor (not that it's ever worth repairing when you grow out of it so fast :P ). But more importantly playing over-leveled means little challenge and possibly annoying other players who could have gotten loot from those guys you just one-shotted while playing through a quest that meant something to your character even if it was too low for them.

Yep, my problems exactly. This is really frustrating! I would love an option under gameplay settings for slow leveling, or turning off leveling.

I know people have complained about slow leveling in Veteran Ranks and say you can be a completionist then, but I chose the alliance for each character becuase I wanted to play with them There, not breeze through it and then fill out their personal story in a different alliance! And honestly my husband's veteran rank 2 character gained almost an entire level Just opening treasure chests on Khenarthi's Roost over the course of a week or so. That's not slow.

Doing every single quest/discovery/etc. in every DC zone from level 1 up to and including Rivenspire, i was constantly overleveled for the content i was playing, sometimes so badly mobs stopped dropping items.

So after Rivenspire, i decided to completely skip the next zone (Alik'r) and went directly to Bangkorai. That made the game somewhat more challenging.

Nope Alikr is the best region you have to play it it is the best region in DC

I was always under-leveled from 1-50, doing all the quests and dungeons etc.
When I got to cold harbour I was like 42-43? Then all I did was grind till I hit 49, did the main quest got to VR1 at 49 then did a couple of quests and hit VR1.

After VR1 you progress INCREDIBLY SLOW. I try to do every single thing in the zone before moving on. Sometimes I have to dedicate a whole day or two to PvP to level up and then move on to the next zone so I'm not under-leveled.

I'm VR4 now and I can already tell that by the time I finish the remaining quests in the zone, I'll have to go PVP again.

I don't mind PvP, it's actually quite fun aside from the sorc spamming.. but I feel like leveling is just some drag now. My desire to play has decreased substantially and the only thing that keeps me playing is a chance at craiglorn.

Honestly I think they should have added adventure zones in the lower levels to keep us occupied.

Bethesda and Zenimax wants more DLC now so i think that they should add all the regions of tamrial including skyrim and the rest of cyrodill at least and also they should add non pvp cyrodill so its like Oblivion all over again.
